Position Overview


Primary Purpose of Position
This position works with the Budget Manager to manage the day-to-day business functions associated with the Agricultural Research program, which has an operating budget of approximately $18M. Primary duties include: reviewing and approving expenditure requests for payroll, travel, equipment, supplies, and services; posting financial transactions to an extensive Excel ledger for over 30 research projects; and reconciling expenditures to the University's accounting system.

From our pioneering Laboratory Animal Science and Landscape Architecture programs to our award-winning Cooperative Extension and Agricultural Research programs, our faculty and staff serve today's needs while keeping an eye on the future.With programs and expertise in such areas as biotechnology, agricultural and biosystems engineering, natural resources management, waste management, and food microbiology, the A&T College of Agriculture grows concurrently with the demand for qualified graduates. Our four academic departments are the Department of Agribusiness, Applied Economics and Agriscience Education; the Department of Animal Sciences; the Department of Family and Consumer Sciences; and the Department of Natural Resources and Environmental Design. Within these departments, students will find a myriad of opportunities for classroom learning, research and field work.Through our Agricultural Research Program and our Cooperative Extension Program, we are able to research issues of importance to North Carolina and also provide research-based outreach training to citizens across the state and around the world.

Key Responsibilities and Related Competencies


Required Competency Business and Records Administration
Duties
* Manage well-defined purchasing and accounting functions for the Agricultural Research program
* Use Aggie-Mart, Chrome River, Banner, MS Excel and other technologies to monitor procurement, reconcile accounts, and maintain records related to expenditures using Ag Research federal, state, and discretionary funds
* Review, analyze and collect information to track purchasing order status and monitor vendor payments
* Analyze data for accuracy to identify and solve problems
* Perform research, data collection and analysis of information from various systems to provide reports to management
* Maintain the department's Excel financial transactions database to make sure it is accurate and up to date at all times
* Maintains copies of payroll authorizations, purchase requisitions, procurement card statements, and travel/petty cash/check requests
* Processes sensitive information related to employment
* Provide quarterly expense reports to PIs


Required Competency Knowledge - Program
Duties
* Acquire and maintain knowledge of the Evans-Allen grant program, state, and university policies and procedures.
* Review and approve all expenses to make sure they are aligned with the approved budget and within the spending limit set for each line item.
. Independently compile, analyze, assimilate, and compose information into varied or non-standard formats with responsibility for content review, accuracy, quality, and timelines, requiring in-depth program knowledge and interpretation


Required Competency Financial Program Monitoring and Management
Duties
* Post all financial transactions in Ag Research's internal ledgers
* Review and examine information in the Banner Finance and Aggie Mart systems and alert the Budget Manager if adjusting entries and/or budget revisions are needed
* Conduct research and apply independent and sound judgment to solve the problems related to assigned work
* Answer PIs questions regarding fiscal grant management
* Assist PIs with project close-out by ensuring that all invoices are paid
* Exercise good judgement and discretion in working with various departments to resolve issues related to the accurate processing and payment of expenses for up to 30 different Evans-Allen grant projects
* Take appropriate and timely action as needed to resolve and/or develop recommendations for unprecedented issues and problems


Required Competency Communication - Verbal/Written
Duties
* Communicate effectively and professionally in person and by telephone with PIs, administrative support staff, Human Resources, Business and Finance, and Contracts and Grants on a daily basis.
* Interpret guidelines, answer inquiries and advise others regarding processes, services, and operations
* Use good grammar skills and professional etiquette to write memos and/or emails to various constituents as appropriate.
* Communicate with vendors related to the procurement of goods and services as needed
* Provide staff with the latest purchasing guidelines and procedures through workshops, meetings or individual consultation
