Job Summary

We are seeking a Comm and Network Technical Analyst 4 for a fixed-term, project-focused position supporting the new UCDH CA Tower. This is a full-time position with an anticipated end date on or before December 31, 2030, aligning with the projected completion of the CA Tower project. Employment in this position is directly tied to the lifecycle of the CA Tower project and is expected to conclude upon the project's completion.

The IT Implementations Comm and Network Technical Analyst 4 provides senior level operational and technical support for UC Davis Health's telecommunications infrastructure and low voltage systems associated the CA Tower project. Working within a multidisciplinary team that includes Registered Communications Distribution Designers (RCDDs), DAS engineers, and operational low voltage technicians, the incumbent collaborates closely with engineering, construction, and operational stakeholders to ensure telecommunications infrastructure supports reliability, redundancy, scalability, maintainability, and code compliance within a mission-critical healthcare environment as it relates to the CA Tower project.

Incumbent will be responsible for participating in the review, Q&A, document creation and maintenance, construction drawing and submittal review, and adhering to UCDH standards and specifications for the low voltage cabling design and installation for the CA Tower construction project. This analyst will collaborate with IT Cable designers and/or external design groups providing documentation and instruction to maintain structure in deliverables and objectives related to the CA Tower construction project. Incumbent will work with engineering staff to plan and execute agile layer one communications cabling designs to meet UCDH standard, specifications and schedules for the CA Tower project. Will create metrics to inform administration of accomplishments while providing assurance of task completion as related to the CA Tower construction project.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
  • High school diploma, or GED, or equivalent work experience
  • Minimum of five years' experience in telecommunications structured cabling, Outside Plant (OSP), Telecomm pathways and spaces with strong knowledge of low-voltage cabling design and construction processes in healthcare environments.
  • Experience with network testing and troubleshooting tools and procedures, including twisted pair cabling, fiber optic systems, and LAN testing.
  • Technical knowledge to engineer and complete field work specific to the electronic, optical and physical properties including but not excluding items not listed for Ethernet, DAS, 70V Paging, telephony analog systems, Fiber optic communications transmission and design.
  • Ability to articulate, write and execute scopes of work associated to Information technology. Items will include but not restricted to modifying layer one, physical plant communications modifications to new and existing.
  • Knowledge of overhead paging systems including 25 volt, 70 volt, and IP-based paging.
  • Knowledge of CSI master format and creation of specifications for technology systems.
  • Working Knowledge of AutoCAD and Visio.
  • Effective verbal and written communication skills with the ability to work diplomatically across diverse stakeholders and cross-functional teams.
  • Working knowledge of IT Service Management (ITSM) practices and exposure to platforms such as ServiceNow.
  • Strong ability to interpret and apply relevant codes and standards, including BICSI TDMM, TIA/EIA, California Building Code, NFPA, California Fire Code, and HCAI regulations, UCDH IT Standards.

Preferred Qualifications

  • Holding or willing to pursue an RCDD (Registered Communications Distribution Designer) or other BICSI credential such as DCDC, OSP, or Installer II (Copper/Fiber) demonstrating expertise in structured cabling and low-voltage infrastructure.
  • Additional certifications relevant to healthcare and mission-critical environments, including OSHPD/HCAI compliance training, or credentials supporting knowledge of CBC, CEC, NEC, NFPA, Construction Specifications Institute (CSI) and ICRA standards.
  • Holding or willing to pursue Certifications in AutoDesk software such as BIM 360, Navisworks, Revit, AutoCAD.
  • Bachelor's degree in engineering, Construction Management, Communications or other related field; or equivalent years of experience.
  • Previous hands-on experience in structured cabling installation, rack and stack, network refresh, and network patching.
  • ServiceNow System experience to demonstrate knowledge of IT service management frameworks and tools.
  • Experience working with vendors carrying out support and maintenance contracts; vendor relationships.
  • Hands-on design experience with clinical and operational telecom platforms, including advanced OHP, VoIP, DAS, and ERRCS.
  • Experience with process development, standardization, and enforcement in large-scale IT/telecom or facilities organizations.
  • MS office, AutoCAD, Revit, Technical writing, Exclusive IT project management, Cable installation.
  • Experience and ability to secure bids, secure purchase orders, manage funding, project manage work and remain accountable for completion.
  • Maintain electronic equipment such as but not restricted to 800 MHZ & cellular DAS systems and/or Overhead paging systems.
  • Strong history of diplomatic collaboration with divisional leadership, Facilities Planning, and IT project management teams.
  • Advanced expertise in low-voltage design and construction management for healthcare or mission-critical environments.

Department Overview

The IT Facilities / Implementations team is responsible for construction projects in coordination with FP&D. This CA Tower project team and its members will work directly with engineering staff, construction teams, outside vendors, project design and construction management teams, and internal UCDH IT teams to support the design, implementation, activation, and go live of the CA Tower.

Responsibilities include ensuring adherence to applicable industry codes and standards, including the California Electrical Code (CEC), California Building Code (CBC), TIA standards, HCAI requirements, Division 27 specifications, and UC Davis Health Owner Project Requirements (OPR). The selected candidate reviews technical submittals, responds to RFIs, conducts quality-control inspections, and coordinates with contractors, consultants, and project teams on assigned construction projects.

Department Specific Job Scope

The IT Implementations Comm and Network Technical Analyst 4 provides engineering coordination, operational support, and construction administration throughout the lifecycle of the CA Tower project. The incumbent acts as a liaison between Design-Build contractors, architectural and engineering teams, IT project managers, and operational staff to support project delivery and long-term maintainability of telecommunications systems.

The position supports construction and operational activities related to cable plant infrastructure, telecommunications pathways and spaces, overhead paging, DAS, ERRCS, and associated low voltage systems of the CA Tower project. Working closely with RCDD and DAS engineering personnel, the incumbent assists with infrastructure planning, documentation review, troubleshooting, and field coordination activities supporting both fiber optic and copper systems.

The incumbent ensures design, installations, and modifications comply with UCDH Owner Project Requirements (OPR), Division 27 standards, NEC, TIA standards, and HCAI requirements while supporting documentation accuracy, process consistency, and operational continuity.
