Tharros is seeking a Project Management Specialist to support the NAWCAD Cyber Warfare Department. This role leads high-visibility project management and program analysis activities that help control schedule, cost, risk, quality, requirements, and reporting for cyber warfare, cyber resiliency, business operations, training, acquisition, facilities, RDT&E, test and evaluation, and sustainment support. The Project Management Specialist, Senior handles complex or mission-critical project controls assignments and may guide junior or journeyman project staff. This position works closely with program leadership, technical teams, business operations personnel, and Government counterparts supporting NAWCAD, NAVAIR, PMAs, PAEs, DoN/DoW entities, and the Fleet.
- Lead organizational studies, evaluations, process reviews, and project controls activities for assigned mission areas.
- Design, refine, and maintain systems, procedures, and management processes that improve project execution.
- Analyze requirements, status, budgets, schedules, risks, dependencies, and performance data for high-visibility projects.
- Lead management, technical, or business case analyses and present findings to program leadership.
- Collect, organize, interpret, and validate data related to aircraft, weapon, project acquisition, or product programs.
- Track program and project status, schedules, action items, dependencies, risks, and corrective actions.
- Prepare and review operations manuals, procedures manuals, reports, briefings, and management materials.
- Coordinate with technical, acquisition, business operations, training, program management, and customer teams to resolve project issues.
- Support recurring program reviews, working groups, status meetings, and leadership briefings.
- Guide junior or journeyman project staff on trackers, reports, data calls, project documentation, and quality expectations.
- Identify schedule, cost, quality, or execution risks and recommend practical corrective actions.
- Active Top Secret clearance.
- 10+ years of experience performing work related to the labor category functional description, and a MA or MS degree in a relevant subject or discipline
- at least three of the ten years within the last five years; or a BA or BS degree in a relevant subject or discipline with at least fifteen years of experience, at least three of the fifteen years within the last five years.
- Or a BA or BS degree plus five years of additional experience may be accepted in place of the MA or MS degree; general substitutions do not satisfy the specialized experience requirement.
- Experience conducting organizational studies and evaluations, applying analytic techniques to evaluate program or project objectives, and analyzing requirements, status, budget, and schedules for aircraft, weapon, or project acquisition programs.
- Experience supporting senior-level project management, program analysis, project controls, business operations, or acquisition management on a DoD or Navy contract.
- Experience supporting cyber, aviation, weapons systems, RDT&E, test and evaluation, or sustainment programs.
- Experience preparing executive-level briefings, management reports, risk trackers, project controls artifacts, or process documentation.
- Familiarity with program reviews, recurring customer meetings, CDRL support, or cross-functional working groups.
- Project management, business analysis, acquisition, or process improvement certification.
