Bering-Alaka`ina Holdings, LLC is looking for a Quality Control Manager (QC) to provide support for our government customer in Maui, Hawai'i. RESPONSIBILITIES AND DUTIES:
- Develop and implement a Quality Control Plan (QCP).
- Develop and implement procedures to identify, prevent and ensure non-performance and continual repeat of defective service does not occur.
- Submit initial QCP to the CO and PM/COR for acceptance; update and distribute as required to the CO and PM/COR within ten (10) days of changes.
- The QCP shall include:
- A description of the inspection system to cover all tasks and services listed in the PWS outlining the specifics of the areas to be inspected on a scheduled and unscheduled basis, frequency of inspections, submission of quality control inspection schedule, surveillance methodologies; e.g., One-Hundred Percent, Periodic Inspections, Customer Complaints, etc. and the title and organization placement of the inspectors.
- A description of quality control processes in place to ensure all contract programs, plans, reports, and other submittals are tracked and submitted to the government in accordance with the specific and technical requirements for each submittal. Data shall include all types of documentation regardless of format (electronic, hardcopy, photographic, or any other format utilized by the contractor).
- A description of the data analysis to be performed on all collected data to identify, for all areas of performance, levels of performance above, below, or at required thresholds and positive, negative, and neutral trends in the levels of performance.
- A description of the method(s) to be used for identifying and preventing defects in the quality of service performed.
- Five (5) duty days prior to the end of month, the QCM shall submit a quality control surveillance schedule to the PM/COR for the following month. The PM/COR will notify the contractor within 2 duty days following schedule submission which scheduled activities the government will attend. Shall allow government personnel to accompany and observe the inspection/surveillance activity.
- Schedule a quarterly Quality Control meeting and present meaningful QC metrics, trend analysis, deficiency root cause and status of corrective action plans. The meeting shall be attended by the PM/COR, key government stakeholders and the contractor's key personnel.
- All records generated by the contractor's quality control program as described in the QCP shall be kept and made available to the government throughout the contract performance period and for the period after contract completion until final settlement of any claims under this contract, but not less than 180 calendar days after contract completion.
- The QCP shall be in effect at contract start and at the first day of each option period with no late submittals allowed. Once accepted by the Contracting Officer/Administrative Contracting Officer, the contractor's QCP shall become part of the requirements of the contract. All change(s) to the QCP must be accepted by the government prior to the implementation of the change(s).
- The QCM, working in tandem with the PM, shall ensure a project-specific quality control plan is developed detailing the plan to control all areas of project execution requirements performed. To ensure quality and customer requirements are met, the QC plan shall address:
- Designating a qualified subject matter expert quality control manager overseeing the construction project effort.
- Identifying lines of communication throughout the project; e.g., project start-up meeting, routine production control meetings, providing inspection forms and test reports to the government, etc.
- Implementing a quality assurance surveillance to ensure project quality controls are running the way that they should.
- Documenting key suppliers and sub-contracted work
- Meeting customer specifications and determining which building codes or industry standards that apply to the scope of work.
- Inspecting and documenting phases of work (like steel erection) and performing tests that verify material quality (like concrete strength). Inspection procedures shall ensure that work is ready to begin and address the handling material receiving and inspections, monitoring work in progress and verifying that completed work meets project specifications.
- Controlling of non-conformance. The quality plan should discuss how the contractor handle situations where things may go wrong in construction. Make clear how you will control nonconformance to prevent cover-ups and protect the overall quality of the project.
- Conducting project completion inspections. Describe how inspections will be conducted and punch out near the end of the project to assure that all of the contracted work is completed to specifications.
REQUIRED DEGREE/EDUCATION/CERTIFICATION: Bachelor's degree in science or business-based programs or five (5) years' experience in facilities Operations & Maintenance (O&M). REQUIRED SKILLS AND EXPERIENCE:
- Strong attention to detail, observation, organizational, and leadership skills.
- In-depth knowledge of quality control procedures and legal standards, have a strong background in mathematics, data analysis, and statistical methods, and demonstrate excellent communication and listening skills.
DESIRED SKILLS AND EXPERIENCE:
- Ability to write a comprehensive Quality Control Plan (QCP).
- Manage Performance Work Statement (PWS) requirements for Quality Control (QC) functions.
- Generate QC report for the customer.
- Ability to meet with the government contractor officer on a weekly basis to identify self-deficiency.
- Trust but verify all the internal inspections with the team.
- Ensure the proper schedule for the audit and inspect all the sections of PWS.
- Development, review, and maintenance of Quality Control Procedures.
- Able to recognize and stop unsafe operation or activities on all the facilities.
- Work closely with an Environmental Manager.
- Should be able to track HAZMAT waste plus access metal, and make sure it gets to the proper disposal site.
- Ability to work independently and unbiased with Program Manager as well as the team.
- Generate weekly, monthly, and quarterly reports for each site.
- Review QCP with the team annually and make sure everyone is trained properly.
- Should be able to produce QCP for each work order and get an approval from the Civil Engineers.
