Credence has an immediate need for a Test Manager B-52 Div (WBD) at the senior level who will be primarily responsible for supporting the B-52 Stratofortress Division (AFLCMC WBD) at Wright Patterson AFB, OH.

The B-52 Stratofortress division protects our nation by modernizing and sustaining the B-52 fleet and ensuring continued AF power projection. With a 60-year history as the backbone of the nation's nuclear deterrence operations, the current fleet of 76 B-52H aircraft is capable of deploying the widest array of weapons in the U.S. inventory and supports multiple combatant command operations. This division provides world-class expertise and technical services, ensuring the operational safety, suitability, and effectiveness of war-winning capabilities. It also maintains the airworthiness of the B-52 Stratofortress throughout its projected service life, which extends to 2050.

Responsibilities include, but are not limited to the duties listed below

  • Apply Test and Evaluation (T&E) knowledge, methods, and experience to support the acquisition and sustainment of USAF systems, subsystems, and equipment.
  • Provide on-site T&E support as determined by the Government Test Management Lead for developmental and operational testing, including managing and leading T&E programs from requirements development through planning, execution, analysis, reporting, and follow-on sustainment testing.
  • Perform Lead Developmental Test Organization (LDTO) duties, as needed, in accordance with AFI 99-103 and DoDI 5000.89.
  • Identify T&E risk factors based on likelihood and consequence, document risks, provide mitigation recommendations, and develop T&E risk management plans in accordance with DoD and program office risk management processes.
  • Interpret and translate program requirement documents to identify USAF and contracted test requirements, evaluation criteria, testability, mission relevancy, and data requirements needed to assess system performance.
  • Determine T&E infrastructure requirements, including funding, investments, processes, automated test tools, facilities, and ranges; identify shortfalls for Government Test Lead review, POM inputs, and resource advocacy.
  • Develop T&E strategies for assigned acquisition and sustainment test programs, applying T&E policies, practices, and procedures.
  • Formulate and support Integrated Test Teams (ITTs) and mini-ITTs, working with the Government Test Lead to develop efficient and effective developmental and operational test methodologies.
  • Document test strategy within Test and Evaluation Master Plans (TEMPs), test plans, and other program documentation for approval and program records.
  • Perform T&E management activities, including managing test resources, assigning test organizations, providing financial cost estimates, managing T&E program funding, establishing T&E contracts, developing schedules, provisioning resources, leading test working groups, verifying test readiness, and documenting risks.
  • Manage test execution risk and mitigation factors, test data management, test security and safety, and mission execution efficiency and effectiveness.
  • Perform test program data analysis and test reporting when no test organization is assigned or test resources are limited.
  • Determine the adequacy of T&E results and test design by tying results and test design to stated test objectives and validating sufficient data collection to support established metrics.
  • Provide T&E inputs into technical and programmatic reviews to support acquisition decision making.
  • Capture T&E lessons learned and apply them to future T&E programs to support continuous improvement of T&E methods and processes.
  • Provide professional T&E support to Government and contracted stakeholders, including high-quality products and services, clear oral and written communication, effective presentation of technical data, and application of T&E principles, procedures, requirements, regulations, and policies.
  • Acquire and understand the military utility and employment of systems under test to address OT&E criteria within DT&E and assist in the management and design of OT&E testing.
  • Assist in coordinating with flight test programs and appropriate test agencies to develop the Integrated Master Schedule (IMS).
  • Support management of risk, cost, schedule, and performance of test programs for Operational Flight Program (OFP) development.
  • Provide technical and test expertise to candidate identification and requirements development processes for OFP development programs.
  • Apply integration, communication, coordination, organizational, and planning expertise to technical and acquisition efforts supporting avionics and weapons capabilities, complex weapons integration, aircraft operations and employment, aircrew vehicle interface development, OFP requirements, aircraft missions, authorized aircraft configurations, aircraft subsystems, and systems integration.
  • Support studies and trade-off analyses for incorporating potential capabilities into future development efforts.
  • Assist in establishing, directing, and leading technical interchange meetings and working groups, serving as a liaison between the customer and program office.
  • Assist in managing and coordinating PIDs and SOCs with the Air Force Test Center.
  • Support SEEK EAGLE stores certification management and systems engineering for aircraft, including flutter, loads, stability and control, dynamic response, and stores separation; assist in managing collection of flight test data required to support certification.
  • Handle all official records in accordance with AFI 33-322, Records Management and Information Governance Program.

Education, Requirements and Qualifications:

  • Must have an active or current Top Secret security clearance (or higher), verifiable in the Defense Information System for Security (DISS).
  • Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
  • OR Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
  • OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
  • Minimum of ten (10) years of experience in Test and Evaluation (T&E), with emphasis in program management, disciplined test engineering, test planning, resource provisioning, execution, data analysis, evaluation of test results, reporting, and T&E professionalism.
  • Previous exposure to various test methods required to conduct developmental and operational test and evaluation of acquisition and modernization programs.
  • Capability to obtain and maintain Test and Evaluation certifications up to Level 3 through Defense Acquisition University.
  • Knowledge of the DoD systems engineering process and project configuration management requirements.
  • Experience with U.S. military aircraft, including an in-depth understanding of operational employment, weapons capability, and the software development process.
  • Expertise in avionics subsystem integration, including fire control systems, stores management, displays, navigation systems, data links, electronic warfare defensive equipment, and communications.
  • Knowledge of test infrastructure, including U.S. Government test aircraft configurations, instrumentation, test capabilities, and weapon system contractor flight test capabilities.
  • Knowledge of Operational Flight Program (OFP) development and testing processes, including translating requirements into executable programs.
  • Expertise in weapons integration for air-to-ground guided and gravity weapons.
  • Expertise in the SEEK EAGLE stores certification process, Non-Nuclear Munitions Safety Board processes, test and systems engineering, including flutter, loads, stability and control, dynamic response, and stores separation.
  • Ability to pursue self-development to advance technical and management skill sets while applying critical thinking, professional ethics, leadership, and T&E best practices.
  • The Contractor shall provide Test and Evaluation training opportunities to incumbents through DoD or commercial avenues for T&E knowledge, policy changes, testing methods, and related professional development.
