Position Summary

Odyssey has an exciting opportunity for a Senior Program Manager, supporting the Special Warfare Program AFLCMC/WIS Asymmetric Warfare Division. The Special Warfare Branch provides critical acquisition, program management, and technical support to enable Air Force Special Warfare capabilities across the enterprise.



Responsibilities

Duties include, but not limited to:

    Apply DoD and Air Force acquisition program management principles, policies, and procedures to support systems, subsystems, equipment procurement, and lifecycle program activities.
  • Manage and coordinate resources and personnel to effectively meet program objectives while identifying and recommending improved approaches for task execution.
  • Support development of integrated risk management plans, strategies, and mitigation recommendations.
  • Review and analyze contractor production changes and prepare draft recommendations for Government consideration, including writing, editing, and maintaining program documentation.
  • Evaluate Engineering Change Proposals (ECPs) and Contract Change Proposals (CCPs); support factfinding activities and participate in the Configuration Control Board (CCB) process.
  • Perform analytical assessments on program issues, identifying impacts, risks, and recommended mitigation or avoidance strategies.
  • Provide support for creation, maintenance, and analysis of Integrated Master Plans (IMP) and Integrated Master Schedules (IMS), including development of master program schedules and conducting Schedule Risk Assessments (SRA) using Monte Carlo tools.
  • Analyze contractor and Government schedules for accuracy, feasibility, and alignment with program objectives; integrate and reconcile schedule data across multiple stakeholders.
  • Support development, coordination, adjudication, and finalization of milestone documentation, program assessments, and staff summary packages.
  • Participate in process improvement efforts, serving as a member or adviser to IPTs and Process Improvement Working Groups (PIWGs).
  • Translate user requirements (CDD, CPD, CONOPS) into acquisition documentation and assist in developing inputs for PWSs, CDRLs, and other contractual documents.
  • Utilize MS Project, CCaRS, SMART, and Air Force/SOF portals to conduct research and develop technical and nontechnical products, including spreadsheets, briefings, graphics, and reports.
  • Support planning, facilitation, and execution of program meetings, offsites, and specialized events, including preparation of agendas, briefing materials, actionitem tracking, and meeting documentation.
  • Assist with writing, coordinating, staffing, and maintaining program documentation regarding requirements, cost, schedule, performance, risk, and program status.
  • Attend and support program reviews, audits, and working group meetings (PMRs, PDRs, CDRs, TIMs, TPWGs, TRRs), providing technical support such as meeting setup, slide advancement, and minute-taking.
  • Coordinate meeting arrangements, track actions and suspense items, and collaborate with functional managers, outside agencies, contractors, and program office personnel.
  • Collect and prepare materials for staff meetings and program-level discussions as required by senior leadership.
  • Assist in assembling Contractor Performance Assessment Reporting System (CPAR) inputs for weapon system contracts.
  • Apply knowledge of DoD, USAF, and USSOCOM acquisition processes, including familiarity with USSOCOM Directive 701 and acquisition requirements for programs up to ACAT ID.


Qualifications

Minimum Required Qualifications

Citizenship: Must be a US citizen

Clearance: Secret

Education and Experience:

  • Master's or Doctorate Degree in a related field and 10 years of experience in the respective technical / professional discipline being performed, 5 years of which must be in the DoD.
  • OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoD.
  • OR, 15 years of directly related experience, 8 of which must be in the DoD.

Technical Skills

  • Integrated Master Schedule (IMS) Development & MS Project Proficiency
  • Risk Management & Program Analysis (including SRA/Monte Carlo tools)
  • DoD/USAF Acquisition Documentation Development (ECPs, CCPs, PWS, CDRLs, Milestone Docs)
  • SharePoint Administration & Data Management Systems (CCaRS, SMART, AF/SOF Portals)
