JOB DESCRIPTION —Housing Program Specialist

Organization: The New York Association on Independent Living (NYAIL) is a nonprofit membership organization representing Independent Living Centers from around New York State that works to enhance the quality of life and safeguard the rights of people with disabilities.

Position: RTH Housing Program Specialist

Duties and Responsibilities: The Housing Program Specialist will report to the RTH Director of Housing Programs and/or designee in assisting the program to facilitate the successful transition of individuals into community settings through the Rapid Transition Housing Subsidy Programs. Responsibilities include, but are not limited to:

• Communicate with Housing Specialists as needed to ensure all necessary documentation is included in the
• Conduct ongoing outreach to Housing Specialists with upcoming expiring leases
• Assist Director of Housing Programs in completing necessary DOH reports, including input of documentation to the Medicaid Data Warehouse (MDW) report, maintaining updated DOH master spreadsheet,
• Review all rent and security requests via program database, ensuring all necessary forms and processes are completed following HUD and programmatic guidelines.
• Forward all approved rents to Fiscal Intermediary for payment
• Record all new rents to Excel sheet for monthly review, ensure no gaps in
• Work with Director of Housing Programs/designee to oversee Fiscal Intermediary processes, ensuring all payments are timely and accurate
• Complete Rental Subsidy and CTS monthly audits and monthly reports assigned.
• Complete RTH Subcontractor Audits, if needed
• Manage the housing referral email and submit referrals to the database and assign to regional leads in designated regions.
• Provide administrative support to both housing programs and assist with NYAIL functions as needed
• Provide group or 1: 1 training to housing specialists, as needed to learn the program requirements and processes for rent/security approvals and ongoing rents.
• Provide back up to OHS Housing Program Specialist as neede/assigned
• Other duties as specified by the Director of Housing Programs/Assistant Director of Housing Programs or Executive Director

Qualifications:

• Associate’s degree in Human Services, and 5 years’ housing experience
• Workplace fiscal experience, preferably within a non-profit organization
• Microsoft Office Suite: Outlook, and Excel required
• Experience with managing virtual meetings, collaborating on shared documents through platforms such as zoom or Teams.
• Experience managing databases / data systems
• Excellent interpersonal, organizational, and computer skills
• Strong verbal and written communication skills
• Comfort with public speaking to small groups
• Experience with the concepts of IL, consumer control, and equal rights for persons with disabilities preferred
• Preference will be given to individuals with personal experience with a disability

Salary and Benefits:

NYAIL offers a competitive salary and generous benefits package. The salary estimate for this position is in the $50,000- $55,000 range.

This is a grant funded position through October 31, 2029, with possibility for extension contingent on additional state funding.

Location and Travel:

This is an Albany-based position with remote work available. Regional and statewide travel required.
