REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners' Human Services Department is seeking qualified candidates for a Human Services Supervisor position for its Broward Addiction Recovery Center.

General Description:

The purpose of this class within the organization is to provide supervisory and administrative case management in a human service environment.

This class works under general supervision, independently developing work methods and sequences.


Minimum Education and Experience Requirements:

Requires a Bachelor's degree from an accredited college or university with major coursework in mental health counseling, marriage and family counseling, counseling education, social work, psychology, gerontology, criminology, management or other closely related field.

Requires two (2) years in social services casework, counseling and/or other closely related experience including six (6) months of lead work/supervisory experience.
(One year of relevant experience may be substituted for each year of required education, depending upon area of assignment.)

Special Certifications and Licenses:

*Must possess licensures and/or certifications in 1 (one) of the following: Marriage and Family Therapist (LMFT), Clinical Social Worker (LCSW), Mental Health Counselor (LMHC) or Clinical Psychologist.

*Must possess and maintain a valid Florida Class E Driver's License and be able to maintain authority to drive on County business.

* Must be able to pass a Level II background screening

Preferences:

*Doctorate from an accredited college or university with major coursework in social work, gerontology, psychology, or closely related field.
*Masters from an accredited college or university with major coursework in social work, gerontology, psychology, or closely related field.
*Certified Clinical Trauma Professional (CCTP, Renewal every 1 or 2 years)
*Qualified Supervisor (renewable every 2 years by the Florida Department of Health)
*Certified WELLE Trainer (Annual Renewal)
*Four (4) or more years Trauma Informed Experience
*Bilingual

SCOPE OF WORK

Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Oversees program activities and operations; assigns work and monitors and evaluates performance; provides case consultation on unusual or difficult cases; approves eligibility for services recommended; makes special recommendations to the appropriate administrative superior for service policy waivers.

Ensures that staff and consumer safety and well-being are maintained; provides back-up case management and/or counseling in absence of assigned staff member; reviews case records to evaluate the quality of work and to ensure compliance with procedures and requirements.

Participates in development of agency and/or program policies, procedures, and work plans in accordance with the performance improvement processes in coordination with management team.

Consults with law enforcement, child protective investigators, and other agencies as required; may testify in judicial processes as an expert witness and/or provide deposition and court testimony; assists staff with preparation for same.

Assists staff with crisis intervention services for high-risk consumers; may provide direct services to program participants and their non-offending families or other caregivers.

Assists in the preparation of the annual budget for the section and agency, as requested and operational goals and objectives; initiates and reviews program office requests for goods and services.

Acts as a liaison with community organizations and providers to build integrated networks.

Monitors clinical or program participant records for quality of work and to ensure compliance with agency and funder requirements or standards; reviews staff utilization of the agency's electronic client services tracking system or other applications used.

Assists with accreditation/certification activities and participates in accreditation/certification reviews; provides in-service training for staff.

Attends staff meetings and scheduled training sessions as assigned; participates in staff recruitment activities and employment related decisions including staff performance issues and discipline.

Depending upon area of assignment, may be required to work nights/weekends/holidays.

Specific Duties and Responsibilities may include:
1. Develop, assign, and oversee daily shift duties to ensure consistent coverage and smooth program operations.
2. Monitor staff performance, address concerns promptly, and promote a positive, professional work environment.
3. Assist as necessary with supervision, monitoring, and oversight of the Community Care Team (CCT) staff
4. Monitor daily operations to ensure adherence to treatment expectations, program policies, client behavioral guidelines, and safety.
5. Support crisis intervention efforts, confirm proper documentation, and guide staff in following de-escalation protocols.
6. Facilitate communication across shifts and unit locations inclusive of all 3 locations to reinforce continuity of care.
7. Attend and participate in supervisory, multidisciplinary, and administrative meetings.
8. Collaborate with counselors, case managers, nursing, and leadership to coordinate client care.
9. Ensure staff complete required documentation (incident reports, shift notes, logs, transportation records, etc.) accurately and on time.
10. Track and report operational concerns, trends, and solutions to leadership.
11. Promote ongoing professional development through coaching, mentoring, modeling, and feedback.
12. Develop and deliver trainings for new systems, updated procedures, identified areas of need improvement, and evolving trends in the human services/substance use treatment fields to ensure staff remain current and competent.
13. Available to testify in judicial processes as an expert witness and/or provide deposition testimony. Assist clinical staff in preparation for court or depositions.
14. Attends and participates in Performance Improvement Committee meetings as assigned.
15. Evaluates staff performance by utilizing human resources tools and maintaining accurate supervision documentation.
16. Understands the role, function, and tasks of all staff on unit with ability to step in and provide coverage as needed.

Physical Demands

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
