POSITION SUMMARY



The Facility Commander position is assigned to the Germantown, MD HQ and the Forrestal Building in Washington, DC, and is responsible for providing overall leadership, management, and operational oversight of protective force activities at both locations.

RESPONSIBILITIES



  • Manages the daily administrative functions of the facility.
  • Ensures accurate time collection and Infor data to support payroll and invoicing.
  • Performs analysis and audit of Infor data to ensure efficient and effective operations.
  • Performs monthly financial analysis and review of project key performance indicators and performance against budgets/cost proposals with variance explanations.
  • Assists Project Control in the preparation of quarterly and annual budgets for the project.
  • Ensures invoices are billed in accordance with contract requirements and reconciles billings for each contract line item (CLIN) as required.
  • Prepares projections of revenue and expenses for projects based on numerous variables and objective and subjective data assumptions.
  • Support creation of month-end reports to Senior Management
  • Attends internal meetings on behalf of Account Manager as needed.
  • Overtime tracking for the program facility.
  • Liaison between HR, Benefits, and Payroll for personnel actions.
  • Maintains confidentiality of all personnel information and records.

  • Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.



  • May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.





QUALIFICATIONS



  • Must possess a bachelor's degree from an accredited university or college. Two (2) years of experience may be substituted for one year of post high school education.
  • Must have at least eight (8) years of experience of commercial or Government experience of which at least the last six (6) years were of verifiable law enforcement, military or security related experience.
  • Must have experience on a project of similar size, scope, and complexity to that of the instant requirement in providing advice and assistance to management in the areas of personnel management and evaluation, planning, analysis and reporting, and be capable of providing the results of above topics in oral and written formats.
  • Must possess at least four (4) years of experience in forecasting and planning staffing requirements, writing work-related directives, and scheduling of personnel at multiple sites with varying requirements.
  • At a minimum, the individual proposed must possess a DOE (Q) security clearance or must meet the eligibility requirements that will reasonably ensure a DOE (Q) clearance is obtained.
  • Applicant must have demonstrated working knowledge in the protection of classified matter, computer systems and related software, communications systems, and the protection of property and assets.
  • Applicant must be capable of defining training requirements, and must assist with the development of plans, policies, and procedures.
  • The Facility Commander is expected to provide leadership, direction, and accountability for supervisory staff and officers, ensure adherence to contractual and regulatory requirements, and maintain effective coordination with government stakeholders and partner organizations. The position requires sound judgment, strong organizational and communication skills, and the ability to manage complex operations in a dynamic environment.
  • In addition to these requirements, the Facility Commander is expected to demonstrate a strong working knowledge of the protection of classified matter, computer systems and associated software, communications systems, and the safeguarding of property and assets. The individual must also be capable of identifying and defining training requirements and will play a key role in the development and implementation of plans, policies, and procedures to ensure mission effectiveness and compliance.
