Facility Security Officer (FSO)

Location: Alexandria, VA

Employment Type: Full-Time

Salary: $80,000 annually

DPC is seeking a Facility Security Officer (FSO) to lead and manage our Security Department and ensure compliance with federal security regulations. The FSO oversees personnel clearances, classified material handling, security training, and supports quality and compliance initiatives across multiple contract locations.

ESSENTIAL FUNCTIONS

  • Administer personnel security clearance processes, including coordinating initial clearance submissions and periodic reinvestigations of staff. Provide guidance to employees to ensure completion of required security paperwork, coordinate ink or electronic fingerprinting for clearance candidates, and provide clearance status updates to management for assigned contracts.
  • Maintain all security documentation and files in accordance with Defense Counterintelligence and Security Agency (DCSA) requirements.
  • Maintain Facility Clearance (FCL) documentation and submissions in accordance with DCSA requirements.
  • Provide support and coordination for federal agency or component personnel suitability processing.
  • Conduct and document new employee security briefings, exit interviews, and debriefings, and investigate and report any security violations or incidents in accordance with company policy and regulatory requirements.
  • Maintain classified holdings and prepare classified transmittals in accordance with National Industrial Security Program Operating Manual (NISPOM) guidelines and requirements.
  • Manage and develop the annual security refresher training and maintain documentation required for DCSA audits and inspections.
  • Provide Insider Threat training for Insider Threat Program personnel and awareness for cleared employees.
  • Provide security-related administrative support to Human Resources, Contracts, and Proposal teams to ensure compliance with contract and regulatory security requirements.
  • Gather, integrate, and report relevant and available information indicative of a potential or actual insider threat to deter employees from becoming insider threats; detecting insiders who pose a risk to classified information; and mitigating the risk of an insider threat.
  • Conduct self-inspections of Insider Threat Programs.
  • Advise personnel of their reporting responsibilities related to personal, administrative, compliance, and incident-related security matters.
  • Interpret government security policies for the development and implementation of company security plans and procedures.
  • Maintain working relationships with DCSA, federal agencies, and contract security offices for the processing and maintenance of employee clearances and suitability determinations
  • Develop and maintain documentation supporting the Company's Document Inventory and Control Program for the management of classified systems, media, and documents.
  • Create and update security plans, procedures, and operating instructions.
  • Participate in the development and execution of company security education and awareness programs.
  • Monitor daily security activities and support the enforcement of government and company security policies and procedures.
  • Perform access control and visit request processing in accordance with government and company security requirements
  • Perform other work-related duties as assigned.

REQUIRED EDUCATION, EXPERIENCE AND SKILLS

  • United States citizen.
  • Entry-level to one (1) year of experience in security administration, government contracting, or a related field preferred.
  • Must possess and maintain a Top-Secret clearance.
  • Basic knowledge of NISPOM and government security requirements.
  • Familiarity with NISS, DISS, NBIS, SWFT, and e-APP systems
  • FSO Non-Possessing Curriculum Certification needed.
  • Strong organizational, time management, and administrative skills.
  • Ability to communicate clearly with employees and management.
  • Ability to prepare management, business, technical, and personnel reports, reviews, and documents for internal and external use.
  • High level of integrity and professionalism.

PREFERRED EDUCATION, EXPERIENCE AND SKILLS

  • Coursework or training in security administration, criminal justice, or a related field.
  • Prior experience supporting government contracts or working in a regulated environment.
  • Experience participating in audits or compliance reviews.
  • Experience providing administrative or clerical support in a professional setting.
