DESCRIPTION OF WORK

The HR Director for the PHRC serves as a strategic leader responsible for directing all human resource operations and initiatives. This role develops and implements HR policies, oversees personnel and position management, and ensures compliance with state regulations. As a key advisor to senior leadership, the HR Director provides guidance on organizational design, staffing strategies, and complement management while aligning HR objectives with the agency's Strategic Business Plan. In addition to managing talent acquisition activities to hire for positions, the HR Director leads employee relations efforts, interprets contract language, and acts as the agency's spokesperson on sensitive union matters. The position also drives workforce development through succession planning, training programs, and professional development initiatives. Other responsibilities include managing HR programs such as onboarding, performance management, workplace safety, ADA and FMLA compliance, and employee recognition, as well as preparing the HR budget and benchmarking best practices. This role requires strong leadership and strategic vision to foster positive employee relations, support agency goals, and ensure operational excellence. The HR Director represents PHRC in hearings related to employee issues and plays a critical role in shaping a workplace culture that values equity, inclusion, and continuous improvement. - Full-time employment
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. After the completion of the probationary period the incumbent will have the ability to telework, three days in office, two days per week from home telework. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Two years of experience as a Human Resource Analyst 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of experience as a Field Human Resource Officer 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Four years of professional analytical experience including three years of professional human resource experience, and a bachelor's degree; or
- An equivalent combination of experience and training.
