DESCRIPTION OF WORK

In this position, you will be responsible for ensuring that permit programs align with the overarching goals and objectives of the Department. This will involve organizing, directing, planning, and coordinating the strategic initiatives of all permit programs while addressing customer needs and expectations, as well as adhering to sound management practices and principles. Your duties will include conducting field inspections of permitted activities to confirm compliance with both the permit stipulations and Department regulations. You will oversee various stages of construction, assisting in the verification of grades, elevations, and the layout of structures and roadways in collaboration with contractors and surveyors. Additionally, you will inspect the application of materials such as cement concrete, bituminous concrete, and drainage systems, ensuring that work zone traffic control measures are in place, backfill materials are properly compacted, and highway restoration-including roadway pavements and shoulders-is executed to maintain public safety. Furthermore, you will perform compaction testing using visual non-movement methods on sub-surface strata, soils, and aggregates. Engaging with Department staff, as well as federal, state, and local agencies, legislators, and the general public, will be essential to facilitate the effective administration of these projects.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 3:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You will not have the option to telework in this position.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

  • Three years of experience in highway or bridge surveying, design, construction, or inspection work; or
  • Three years of experience in quality control of materials or building or construction industry experience, which includes reading and interpreting blueprints, plans, or schematics; or
  • One year as an Engineering Technician (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years as a Transportation Technician or Construction Cost Technician 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of construction inspection experience, and an associate's degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology; or
  • An equivalent combination of experience and training.

Special Requirement:
  • This position requires possession of an active non-commercial Pennsylvania Class C Driver's License or equivalent.
