FCDOT is seeking a Capital Projects Section Chief (Engineer V) to join our Active Transportation, Capital Projects and Traffic Engineering Division. This position requires a high degree of competence in both technical and administrative aspects, overseeing and reviewing technical work of professional engineering and planning staff engaged in multimodal capital projects. Also, provides overall coordination of complex capital projects plans and studies with other county, state and federal agencies, as well as residents and elected officials.

Responsibilities include:
  • Performing, overseeing, and reviewing technical work related to:
    • Identifying need, location, scope, and cost of multimodal transportation capital projects, including intersection, roadway, pedestrian, bicycle, transit, and parking facilities;
    • Developing and reviewing design plans, feasibility studies, and environmental impact assessments;
    • Preparing or managing project planning studies;
    • Preparing or managing scopes of work for routine and complex county and VDOT transportation engineering design projects and programs;
    • Defining and negotiating scopes of work for contracted deliverables and services; managing and reviewing engineering consultants' plans and studies; ensuring accurate and high-quality contracted work products and services;
    • Ensuring Fairfax County policies and standards are met across projects.
  • Overseeing and managing capital project and program budgets, schedules, and operations; scheduling, modifying and organizing staff and other team resources to meet deadlines; prioritizing and delegating projects and studies; ensuring projects and services are delivered as required.
  • Developing policies, procedures, and partnerships to execute organizational priorities more efficiently.
  • Working collaboratively with internal and external stakeholders to:
    • Answering related questions from members of the public, stakeholders, and coworkers;
    • Coordinating cross-functional teams and communicating with internal and external parties while meeting tight deadlines;
    • Collaborating across the organization to develop consensus and communicate decisions;
    • Answering related questions from elected officials, members of the public, stakeholders, and coworkers.
  • Preparing and sharing technical reports, status reports, meeting summaries, letters, official items for the Board of Supervisors consideration, and other documents, as required.
  • Preparing presentations for and serving as a subject matter expert at project-related public meetings, briefings for senior leadership and elected officials, and different audiences, as necessary to meet specific audience needs.
  • Attending other project-related meetings, both in-person and virtual, including occasional evenings and weekends.
  • Training and coaching staff through performance evaluation process and helping establish development plans for employees.
  • Performing other duties and projects assigned.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following: (Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; plus, five years of progressively responsible professional experience in the appropriate engineering or architectural field, including one year of supervisory experience.

CERTIFICATES AND LICENSES REQUIRED:

  • Valid driver's license;
  • Possession of a valid Virginia Professional Engineer (PE) or Registered Architect (RA) license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

PREFERRED QUALIFICATIONS:
  • 10+ years of experience in civil engineering, traffic engineering, and/or transportation design for roadway and multimodal projects.
  • Knowledge of the Americans with Disabilities Act (ADA) and Active Transportation facility design requirements.
  • Knowledge of and experience with budgeting, financial management, procurement, contract management, and reporting.
  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams, and Project), AutoCAD Civil 3D, and MicroStation, with the ability to apply these tools effectively in work.
  • Strong organizational, time management, and project management skills, including coordinating multiple projects, prioritizing, and meeting established deadlines.
  • Strong written communication skills, including preparing presentations, technical memoranda, non-technical memoranda, letters, and other correspondence.
  • Strong oral communication skills and experience presenting to and providing subject matter expertise for and engaging with elected officials, staff, and the community.
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships.
  • Demonstrated success as a supervisor, including coaching and training.
  • Desire to advance a collaborative and supportive culture.

PHYSICIAL REQUIREMENTS:
Job is generally sedentary in nature. However, may be required to do some walking, standing, bending, and carrying of items less than 25 pounds in weight. Ability to input, access, and retrieve information from a computer. Ability to operate a motor vehicle. All duties performed with or without reasonable accommodations.

SELECTION PROCEDURE:
Panel interview and may include exercise.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
