Job Description
IEM is looking for a Full-Time Construction Project Manager with proven experience in quality control (QC) and residential construction. The ideal candidate will have a thorough understanding of all applicable program policies, requirements, and procedures, ensuring compliance across all project activities. This role involves reviewing cases within established guidelines and may include responsibilities such as processing, monitoring, tracking, and reporting applications within a designated functional area, often with minimal supervision.
Primary Location:
- Live within a commutable distance to the Tampa Bay Region in Florida. The Tampa Bay Region includes Hillsborough, Sarasota, Manatee, Pinellas, Hernando, and Pasco Counties.
Travel Requirements:
- The position requires travel to client sites in Pasco County, Florida.
Essential Functions:
- Work as part of a team providing expert services to support disaster recovery and mitigation efforts with a focus on construction, inspections, cost estimating, and environmental requirements (Lead-based paint, Asbestos, Mold, Section 106 Historical Review).
- Provide leadership for construction oversight and quality control on housing rehabilitation, reconstruction, and new construction projects funded by CDBG-DR and CDBG-MIT programs.
- Coordinate with state and local officials, environmental teams, and program managers to ensure compliance with HUD and Florida Building Code requirements.
- Develop SOPs for construction standards, environmental hazard mitigation, green/resilient building strategies, and field QA/QC procedures.
- Support procurement teams in contractor scoring and selection processes and ensure contractor performance aligns with key performance indicators.
- Manage training staff to facilitate training sessions and technical assistance workshops for local partners, builders, and internal teams.
- Oversee the resolution of construction-related issues, homeowner concerns, and ensure proper documentation is maintained for all construction phases.
- Assist with the development or refining of program procedures and processes for implementation.
- Manage staff reviews of environmental requirements and ensure these items are properly incorporated into scopes of work to ensure environmental compliance.
- Ability to interpret and apply HUD requirements, local building codes, green building standards, and program policy as it relates to disaster recovery and mitigation construction activities.
- Manage client contracts and work order requirements to ensure profitability.
- Monitor and allocate resources as necessary.

Minimum Qualifications:
- Experience: Three (3) years of relevant experience managing residential construction projects with two (2) years managing construction projects in the State of Florida.
- Degree: Associate's degree in relavent field (e.g. engineering, project management, architecture, etc.).
- Experience and Degree Substitution: Five (5) years of relevant experience managing residential construction projects (along with 2 years managing projects within Florida) and a High School Diploma (GED) may be substituted for the above experience and degree requirements.
- Location: Live in the Tampa Bay Region of FL, or willing to relocate.
- Proficient in Xactimate and Microsoft Office products.
- Advanced knowledge of construction - including Florida Building Code and other local requirements.
- Candidate should be extremely detail oriented.
- Excellent written and oral communications skills, ability to work independently.
Preferred Qualifications:
- Prior experience managing construction for CDBG-DR programs.
Additional Information:
- Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow the rules and regulations of the office in which they are required to work on that project.
- Working Conditions: Fieldwork is required, involving travel to various job sites often. May require physical labor (sitting, standing, bending, lifting) and the use of safety equipment.

- Annual salary based on location and experience: $105,000 - $125,000
