POSITION DEFINITION: Senior Regulatory Analyst
Under general supervision, the Senior Regulatory Analyst performs a wide variety of substantive and complex analytical, business, regulatory and ratemaking-related tasks that affect the operations of the company. This includes, ensuring that the Regulatory Affairs department complies with regulatory requirements and filings. The Senior Regulatory Analyst provides regulatory and analytical support to managers and staff to assist team members in making technical presentations to regulatory agencies and related public agencies.

Accountability
The Senior Regulatory Analyst may take responsibility for the independent management and delivery of regulatory projects, coordinating efforts across multiple business units. This includes, following departmental procedures to complete work and prioritizing own work at times. Subsequently, the Senior Regulatory Analyst must be able to anticipate consequences of actions, potential problems or opportunities for change with responsibility for acting decisively in critical situations in order to circumvent a potential problem. The Senior Regulatory Analyst, in concert with the regulatory team, is accountable for developing the business case for water rates, which includes review of expenses, capital budgets, water sales, revenues, and CPUC policies. Communication includes data gathering and coordination with operations and finance personnel as well as representing the company in communications with CPUC staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
* Writes testimony and testify in formal hearings at the CPUC
* Performs complex analyses and studies regarding the company's water supply, water use, cost-of-service, infrastructure financing, water rates, and other business, operational, or technical matters
* Writes formal applications and prepares testimony for rate cases and advice letter filings
* Performs primary statistical and analytical studies as it relates to monthly statistical revenues, sales, expenses, rate base reports and other financial data for its impact relative to the Company's water rates
* Supports project teams on rate case filings
* Testifies as a witness in CPUC evidentiary hearings. Participates in regulatory investigation and rule-making proceedings
* Provides training to company personnel regarding regulatory matters
* Represents the Regulatory Affairs Department in Inter-Company committees, task groups, etc.
* Interfaces with CPUC staff on a project or major component of GRC application
* Supports the Manager and other team members with long-range planning matters
* Develops and maintains spreadsheets, databases, and other computer tools to input and retrieve data, and to support a variety of business and operational needs
* Prepares routine and complex correspondence, reports and regulatory filings
* Prepares written reports for the Board of Directors and Officers of the Company
* Performs analysis and forecasting that may include access to employee data that is considered confidential, private and sensitive
* Responsible for maintaining internal controls in accordance with Sarbanes Oxley (SOX) and coordinating directly with internal and external auditors
* Performs other duties as assigned

MINIMUM POSITION QUALIFICATIONS:
* Bachelor's degree from an accredited college or university with major coursework in accounting, mathematics, economics, business, engineering, environmental or resource planning, or a related discipline
* Five years of verifiable work experience in accounting or finance or utility regulatory analysis
* Demonstrated knowledge and experience in researching, analyzing and preparing statistical and analytical studies
* Excellent oral and written communication skills
* Ability to prepare statistical and analytical studies using spreadsheets and word processing software
* Proven ability of completing multiple project assignments
* Utility experience preferred
* Proficiency in Microsoft applications (advanced Excel skills preferred)

COMPENSATION INFORMATION

The compensation range provided is in compliance with state specific laws. Multiple factors are used to determine the actual starting rate of pay for all of our positions, including specific skills, years of experience, education, certification(s), and other job related factors.
