Job Description: AMA is currently seeking someone to provide Senior Program/Project Management Support to NASA Armstrong's Programs and Projects. The successful candidate will have significant previous experience leading technology-based programs, projects and missions at NASA AFRC. Their experience set should also include advocacy, development, formulation, execution and close-out of projects or missions. The successful candidate will also be well versed in both NASA and AFRC procedures and policies to assist program, project and mission managers in successfully and safely accomplishing their objectives. Incumbent will be responsible for working closely with various Program, Project and Mission Managers in Code 300 as well as managers at other NASA Centers and NASA HQ as required. This is a contingent role based upon being awarded the work. This is a part-time position with variable hours from week to week depending on program support activities; averaging about 30 hours/week The hourly pay range for this position is: $100/hr to $125/hr. Examples of Leadership, Programmatic and Technical support could include: Leadership 1) Maintain communication with the project/program manager for all coordination of inherently governmental duties and decisions. 2) Coordinate project requirements across AFRC and with outside stakeholders, suppliers, and subcontractors to include planning and leading team meetings and assisting teams in achieving goals. 3) Provide mentorship across the programmatic and technical spectrum of project support for project/program managers and team members. 4) Develop and deliver project status presentations for internal and external stakeholders. 5) Support strategic planning, project goals and objectives, focus resources and guide the team in response to a dynamic environment from such variables as budgetary limitations, technology maturity and/or advancement in technology and organization capabilities. Programmatic 1) Provide support in the development and updating of project management plans, networks, and other required project documentation such as concept of operations, project plans, configuration management plans, safety plans, and risk management plans for current and new business advocacies. 2) Work with risk managers and the project technical staff to assess and manage risks. 3) Provide support in the implementation and adoption of NASA tools across the projects, including the transfer of existing and developmental schedules and milestones in the target system software. 4) Provide support in the development of the project work breakdown structure (WBS), detailed project schedules, and cost estimates. 5) Provide program and research engineering analyst support to missions and projects. 6) Develop management reports of performance metrics. 7) Alert Gov PMs of conflicts between resource requirements and resource availability. 8) Participate in project teleconferences/meetings; generate minutes; update/close action items and follow up status of action items to ensure actions resulted in effective resolutions. Technical 1) Tailor and implement applicable system engineering principles to the assigned project. 2) Provide support and coordinate across AFRC organizations on a broad spectrum of technology issues. 3) Identify, manage, and monitor project technical requirements 4) Provide recommendations for effective solutions for technology challenges and coordinate resolution. 5) Perform studies necessary to ensure safe operations in consideration of technical feasibility, ground testing, mission planning, crew requirements, human factors, maintenance, and other factors. 6) Conduct studies relating to modeling and simulation with a focus on evaluation of existing and contemplated concepts for operations and contingency management. 7) Develop and maintain metrics and technical performance measures. 8) Review and recommend solutions to address metric deviations from desired technical results. 9) Develop and maintain an on-line library for project related data using a structured approach. 10) Review and incorporate existing NASA procedures (NPDs, NPRs, DPRs), tools, and templates. 11) Assist with technical reports and presentations for required reviews. Present information from these events to both internal and external stakeholders as well as senior level leadership. General work requirements: May be required to travel.
