Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Metra's rail operations are overseen by the Deputy Executive Director, Operations, who provides executive direction and guidance to the chief officers of the Engineering, Mechanical and Transportation departments as well as the Training and Certification and Operations Training departments. The division also provides executive oversight and direction to contract carriers (BNSF and Union Pacific) to ensure that rail operations are consistent with Metra's standards and practices.

Reporting to the Director, PTC Deployment & Regulatory Compliance the Sr. Regulatory Compliance Analyst is responsible for supporting the agency's regulatory compliance and safety programs; this role will maintain a safe operating environment and ensure accurate and timely reporting to regulatory agencies.

The primary duties include: Serve as regulatory subject matter expert to ensure continued compliance with federal rules and regulations; stay current on industry-specific regulations, laws, and standards to analyze their impact on operations. Audit policies to ensure that emerging or modified federal, state, or local regulations are accurately reflected; and communicate regulatory changes and updates to international stakeholders for use in the development and revision of existing agency compliance policies. Ensure the accuracy and integrity of submissions to the FRA. Represent agency's interests in public forums, working groups, or industry committees. Perform other related duties as assigned to meet the ongoing needs of the organization. Coordinate team's day-to-day activities, assign tasks/projects and monitor performance, and provide guidance and training, but is not a supervisor. Promote safe work practices and maintain and foster a safe work environment. Responsible for the safety objectives, goals, and program of the organization ensuring compliance with applicable safety rules and regulations. Perform other related duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

Requirements
  1. Bachelor's degree OR in lieu of degree, any combination of education and experience may be substituted for the required degree that equals four (4) years in railroad operations, safety administration, or regulatory compliance-preferably in the railroad industry.
  2. In addition to the qualifications listed in item #1, a minimum of five (5) years of experience is required in one or more of the following areas: railroad, transportation, safety administration, public administration, regulatory compliance, data analytics, or auditing-preferably within the railroad industry.
  3. Considerable knowledge of FRA, Federal Transit Administration (FTA), and Department of Transportation (DOT) regulations, Title 49 Code of Federal Regulations (CFR) Transportation as it relates to railroad operations.
  4. Considerable knowledge of principles of regulatory compliance, including documentation and reporting.
  5. Working knowledge of audit preparation processes.
  6. Familiarity with railroad operations, safety procedures, and operating rules.
  7. Proficiency in Microsoft 365 (Excel, Word, PowerPoint); Power BI experience preferred.
  8. Strong attention to detail, with excellent analytical, organizational, and communication skills.
  9. Strong verbal and written communication skills, along with interpersonal skills
  10. necessary to build effective working relationships across departments.
  11. Ability to analyze complex data sets and identify trends, risks, and compliance gaps.
  12. Ability to interpret and apply federal, state, and local regulations.
  13. Ability to conduct root cause analyses and hazard assessments.
  14. Ability to prepare detailed compliance reports and audit documentation, and to read complex documentation and produce clear, concise summaries.
  15. Must be willing to travel within Metra's 6-county region.
  16. Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends.
