HealthPartners is currently hiring a Senior IT Business Analyst. This position ensures that any changes or additions to a product team's application suite meet the needs of the Product Owner, Agile team, and Business Partners. This product team is focused on meeting the needs of HealthPartners members within our authenticated digital properties. The Senior Analyst serves as a vital connection between business needs and technical solutions. This individual translates business needs into clear technical requirements to coordinate/drive the completion of IT deliverables with the Product Owner and Scrum Master. Additionally, the analyst keeps leaders informed about any issues that could impact service availability or data integrity. In short, this position ensures technology solutions are aligned with business goals, are well-tested, and implemented smoothly. Required Qualifications:
- Bachelor's degree in computer science, Business Administration, Management Information Systems or six (6) years of IT requirements experience
- Three (3) years of experience in workflow management and IT incident resolution
- Two (2) years of experience in gathering/creating acceptance criteria for web product development teams.
- Two (2) years of experience driving product/project execution within the Insurance/Payor industry.
- Previous experience with various Agile methodologies
- Extensive hands-on experience with databases, programming languages, and/or end-user software in a complex networked environment
- Effectively establish and maintain working relationships with peers and constituents.
- Excellent written and oral communication skills for technical and non-technical topics
- Skilled at effectively analyzing and resolving problems.
- Arbitration and negotiation skills
- Able to manage a high degree of change.
Preferred Qualifications:
- Experience in understanding and maintaining NCQA and A11Y requirements.
Hours/Location:
- Monday - Friday; core business hours
- This position offers a hybrid work arrangement, with one to two days per week onsite at our Bloomington, MN campus.
Responsibilities:
- Serves as a liaison between product owner, business partners, and application development team members to analyze, interpret, document, and validate functional and technical requirements in the form of acceptance criteria.
- Leads internal discussions to support and/or improve business processes.
- Provides consulting to ensure that technical design aligns with business needs.
- Reviews application problems, creating and documenting functional and technical specifications for the solutions.
- Help design screens, reports, and dataflow to align with business needs.
- Gathers information regarding value, costs, and resource availability for projects and issue resolution.
- Provides workflow to IT group's development staff; tracking work progress, issues, and consulting with the developer to ensure understanding of business processes and need.
- Provides analysis and ensures that business partners understand the value of process, policy, and/or procedural changes within IT.
- Help to ensure that code development adheres to Service Management and IT policies, standards, and procedures.
- Provides training, documentation, and support for IT business partners for system changes and/or new developments.
- Documents data flows through applications; demonstrating system functionality.
- Maintains and prioritizes testing issues logs; ensuring that issues and scope changes are managed within the developers' workflow.
- Provides second level support for requests and incidents, utilizing programming tools; correcting issues in both development and production.
- Research issues using business expertise to determine cause and expected outcome, providing documentation to the development group.
