Position Summary

The Senior Data Manager oversees data governance, quality, and strategy, ensuring data integrity and accessibility across the organization. The primary responsibilities of this role are to perform quality assurance, quality control, and data entry for data holdings used in standard and non-standard products, and/or in support of mission requirements, and to create, maintain, and run reports to aid in the performance of those duties.


Duties And Responsibilities

ESSENTIAL:

  • Develop and implement standards of operation for collection, handling and archiving data.
  • Develop and implement data governance frameworks to ensure data quality, security, and compliance with regulations.
  • Develop and maintain data management plans.
  • Collaborate with cross-functional teams to define and execute data management strategies that align with organizational objectives.
  • Oversee the implementation and maintenance of master data management solutions to ensure consistency and accuracy of key data across the organization.
  • Monitor and report on data management performance metrics, continuously assessing and optimizing data processes.
  • Communicate effectively with senior management and stakeholders to align data initiatives with organizational goals.
  • Work closely with leads in the organization to support security and information assurance type audit events.
  • Develop training materials and provide training to new analysts on data organization and tooling.
  • Prepare detailed reports for management and other departments by analyzing and interpreting data.
  • Work with cross functional analysis teams to generate data products.
  • Oversee the integration of new technologies and initiatives into data standards and structures.
  • Perform data entry to connect data between different datasets and datastores.
  • Maintain knowledge of data store schemas and how systems integrate, working closely with software team to suggest enhancements and/or improvements.
  • Support data ingest from multiple sources into existing data stores.
  • Work with IT, software and security teams to ensure user access (UA) rules and UA management systems are maintained in accordance with policy.
  • Work independently and as a team member.
  • Lead and mentor less experienced employees.
  • Ensures work given and completed is within compliance with processes, standards and policies of the organization.
  • Lead projects within department or job functions.
  • Lead individual contributors to ensure the work completion is as per set standards and procedures.

ADDITIONAL:

  • Other duties as assigned.
  • Support occasional travel as required.
  • Scheduled weekly hours: 40.
  • Day shift - With occasional afterhours and weekends (< 3%).

Qualifications

REQUIRED:

  • Bachelor's Degree in Information Science, Statistics, GIS, Computer Science or a related technical field. Equivalent work experience may be considered in lieu of a degree.
  • Must have 5-9 years of real-world experience in data management (preferably in support of federal government programs).
  • Policy development.
  • Organizational goals for handling and using data.
  • Having led a data analysis team.
  • Ability to query a database.
  • Ability to coordinate with IT, Software, and Security professionals is critical.
  • Proficiency in Microsoft Office, including Microsoft Word, PowerPoint, and Excel.
  • Ability to obtain and maintain Security+ Certification.
  • Experience with SQL.
  • Experience with one or more languages common to data environments such as Python, R, Scala, or Julia.
  • Ability to solve problems with minimal support.
  • Experience with importing and convert multiple data formats.
  • Must have or be able to obtain and maintain a TS security clearance, be able to take/pass a polygraph, and be able to maintain both for the tenure of this position.
  • Position tenure ship is dependent on completing the full security clearance application process successfully within 1-2 years of accepting position.
  • Must be a U.S. Citizen.

DESIRED:

  • Experience with ESRI ArcMap, ArcPro and/or Portal.
  • Experience with Geospatial databases.
  • Familiar with limitations of working on an air gapped network.
  • Knowledge of products like SonarWiz, Hypack and WinFrog.
  • Experience with Autonomous Underwater Vehicle (AUV), & Remotely Operated Vehicles (ROVs) and their support equipment.
  • Experience with SLS systems, Doppler Sonars, Navigation & underwater cameras equipment.

We offer a comprehensive and competitive benefits package. Annualized pay rate for this position is $93,500 to $126,500.
