Position Summary

Oceaneering International, Inc. Aerospace and Defense Technologies (ADTech) segment has been selected from multiple teams and awarded a multi-year contract by the U.S. Department of Defense to design, build, test, and deliver a maritime mobility system. We are looking for a Project Manager to support the Production Portfolio Manager in its development and to oversee the production aspects of this project. At the time of award, this was the largest initial contract value in Oceaneering's history. We are joined by eight subcontractors that will be contributing to the design and production of this system. This position will work with a team of engineers and program managers to coordinate efforts to prepare for and oversee the overall production effort. Travel for this position may be required up to 30% of the year, as production of different parts of this system will be accomplished in different areas of the country.


Duties And Responsibilities
  • Manage projects consistent with Oceaneering values and guidelines with respect to safety, quality, and business ethics.
  • Use accepted Project Management techniques to achieve success in assigned projects.
  • Support the development of production processes and procedures and eventually manage production activities while leveraging existing Oceaneering processes.
  • Track project performance with respect to budget, schedule, and quality using Earned Value Analysis, and phase review objectives; communicate performance to senior management.
  • Formulate, through original and independent thinking, methods and processes which will increase safety, quality or production, while staying on schedule and within budget.
  • Manage project risks, through identification and mitigation of preventable, strategic and external risks.
  • Support oversight and management of multiple disciplines teams and production personnel to ensure technical rigor is maintained throughout the production phase.
  • Resolve issues, through direct interaction with the Project Management Office (PMO), Engineering groups, vendors, and other team members.
  • Integrate contributions from design groups and technical leads such that the production process contains the proper rigor to meet both industrial and government code compliance when complete.
  • Develop and control deadlines, budgets, and subordinate activities.
  • Develop and lead in project management planning including but not limited to: scope identification, budget planning, resource planning, and fiscal accountability, and ongoing communication and collaboration with team members. Independently prepares written documents, delegate tasks as necessary, and monitors and analyzes progress.
  • Plan for and support the transition from project design to production execution.
  • Make recommendations for process improvements to increase quality and organizational effectiveness.
  • Support program reviews and technical reviews of various documentation deliverables.
  • Support the Production Portfolio Manager to assemble and staff a production team that will exist across multiple locations and support work at multiple organizations.
  • Other duties as assigned.

Qualifications

REQUIRED:

  • Bachelor's degree in Engineering (i.e. Mechanical, Electrical, Industrial, or similar) or physical sciences. Five (5) years of equivalent experience in project management or production management related to NAVSEA and/or ABS certification may be accepted in lieu of the degree.
  • Minimum three (3) years of specialized experience in performing DDS/SOC work or ABS work, or minimum five (5) years performing SUBSAFE/Level I Material work with experience in HM&E design, modification, maintenance, repair, and testing (New Construction experience preferred).
  • Working knowledge of NAVSEA requirement and/or ABS rules.
  • Working knowledge of the principles of EVMS.
  • Demonstrated experience ensuring/enforcing compliance with the Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS).
  • Proven ability to meet schedule and budget goals.
  • Minimum five (5) years' experience managing multiple types of contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time & material.
  • Demonstrated proficiency in Microsoft Office software.
  • Must be a U.S. citizen who is not a dual citizen of any other country.
  • Ability to obtain and maintain security clearance.

DESIRED:

  • PMP Certification preferred.

KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS:

  • Strong written and verbal communication skills.
  • Ability to prioritize and balance multiple tasks and work independently.
  • Ability to adapt to various project management software suits including but not limited to Jira, Confluence, Microsoft Project, Cameo, SharePoint, and Empower.
  • Demonstrated interpersonal skills working with office and production personnel.
  • Strong analytical and personnel management skills.
  • Ability to clearly communicate and coordinate efforts and interact with internal and external stakeholders.
