The American Association for the Advancement of Science (AAAS) seeks a Technology Program Manager to join our Information Technology department!

The Technology Program Manager serves as the strategic bridge between our centralized IT and RDA organizations and the Advancement business unit, driving the technology roadmap and ensuring solutions align with business objectives. This role combines program management, business analysis, and technical coordination to lead the software development lifecycle, manage development and implementation team activities, and deliver measurable business value. The position requires both strategic roadmap ownership and hands-on execution oversight for a portfolio of enterprise software configuration and custom development initiatives.

This position is based at the AAAS Washington, D.C. headquarters on a hybrid schedule. Fully remote candidates based elsewhere will also be considered.

What You'll Do

Program & Roadmap Management (35%)



  • Drive and execute the technology roadmap for the Advancement business unit by funneling, filtering, and prioritizing stakeholder inputs
  • Assess program performance and maximize ROI on technology investments for membership and philanthropy (Advancement) initiatives
  • Formulate, organize, and monitor inter-connected projects across the business unit portfolio
  • Manage demand for IT and Research & Data Analytics services and work with senior Information Group management and business stakeholders to prioritize requests
  • Develop and monitor project timelines, budgets, and resource allocations
  • Track key project milestones and adjust plans and resources to meet customer needs


Team Coordination & Delivery Management (30%)



  • Coordinate day-to-day activities of software development teams and external vendors, including development, testing, and user experience
  • Assemble project plans and coordinate with leadership to set team members' work assignments, monitoring and reporting on work output
  • Lead execution of overall program roadmap through implementation and operational support
  • Ensure proper program management processes are executed, resulting in high-quality project artifacts
  • Collaborate with Quality Assurance team to coordinate testing activities and develop quality plans
  • Escalate functional, quality, and timeline issues appropriately


Business Analysis & Solution Design (25%)



  • Work closely with customers, Information Group management, and team members to understand business requirements
  • Collaborate to translate business requirements into quality technical solutions aligned with business and technology strategies
  • Take loosely specified requirements and produce refined requirements and project timelines
  • Evaluate build vs. buy decisions and guide solution selection for business unit needs
  • Review existing implementations to improve usability and offer suggestions for enhancement
  • Ensure solutions comply with organization's implementation standards and enterprise architecture


Risk, Change & Stakeholder Management (10%)



  • Serve as primary liaison between assigned business unit and Information Group organization
  • Apply change, risk, and resource management principles to all initiatives
  • Communicate impacts of scope, budget, risk, and resource changes to stakeholders
  • Track issues and risks, ensuring they are addressed efficiently to meet timelines
  • Own and manage vendor relationships for assigned business unit
  • Consult with management on direction; seek approval before undertaking work on behalf of IT and RDA
  • Keep management well informed of progress on ongoing day-to-day activities


Minimum Requirements

Education & Experience



  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field
  • 7+ years of experience in program management, project management, or technical product management
  • Of that, 3+ years coordinating software development teams and managing SDLC processes
  • Experience with both custom software development and enterprise software configuration
  • Experience in association membership systems and processes preferred


Technical & Program Management Skills



  • Strong understanding of software development lifecycle
  • Proficiency with project management tools, techniques, and best practices
  • Knowledge of version control systems and software development workflows
  • Ability to create project plans, track milestones, and manage dependencies
  • Understanding of quality assurance processes and testing coordination
  • Experience with enterprise software platforms such as Salesforce and Blackbaud
  • Basic understanding of database concepts, APIs, and system integration
  • Familiarity with change management and risk management frameworks


Business & Analytical Skills



  • Proven ability to prioritize competing demands and manage stakeholder expectations
  • Strong requirements elicitation and documentation capabilities
  • Experience with budget management and ROI analysis
  • Excellent problem-solving and decision-making abilities
  • Understanding of business process improvement methodologies


Leadership & Communication Skills



  • Demonstrated ability to coordinate and direct cross-functional teams
  • Exceptional written and verbal communication skills, including executive-level presentations
  • Strong stakeholder management across technical and non-technical audiences
  • Ability to influence without direct authority in a matrix organization
  • Vendor relationship management experience
  • Customer service orientation with internal business partners

The anticipated initial rate of compensation for this position is $112,000 - $127,000 per year. AAAS currently provides the following benefits for this position: paid vacation leave, paid sick leave, paid holidays, health insurance, flexible spending account, dental insurance, life insurance, vision insurance, retirement benefits, short- and long-term disability, each subject to the terms of the applicable program. Additional benefits may apply.
