THE POSITION

The Pennsylvania Office of Small Business Advocate (OSBA) seeks an Executive Director who can build on a legacy of collaborative leadership and success in the regulatory and utility sectors. In this role, you will provide executive leadership over operations, policy, and stakeholder engagement while ensuring strategic alignment, effective advocacy, and impactful service is provided by OSBA staff to Pennsylvania's small business utility consumers.

DESCRIPTION OF WORK

As the Executive Director, you will play a pivotal role in providing high-level executive support to the OSBA across all agency priorities, inclusive of serving as a strategic advisor and operational lead to ensure timely, effective delivery of OSBA's mission and vision. This position requires a steadfast commitment to learning and understanding the agency's structure, functions, and strategic priorities in order to lead with intention and innovation.


You will utilize your expertise to supervise interns and subordinate staff, as well as manage the
development, implementation, and administration of employee relations and workforce support, to include employee engagement initiatives. Within this role, you will also have the opportunity to direct internal processes such as staffing actions, office policies, employee handbook maintenance, and technology infrastructure. In addition, you will serve as a primary liaison for the OSBA with the Public Utility Commission, regulatory agencies, legislators, utilities, and other stakeholders.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as an Administrative Officer 3 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Six years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university; or
  • Any equivalent combination of experience and training.

Additional Requirements:

  • You must possess strong public speaking skills.
  • You must have a minimum of 4 years of experience managing teams, agency operations and coordinating strategic initiatives including oversight of budgets, staff performance, and cross-departmental coordination.
  • You must have a minimum of 4 years of experience in policy development and analysis experience, with the ability to craft, interpret, and implement legislation, regulations, and strategic policy objectives.
  • You must have a minimum of 4 years of experience demonstrating excellent communication skills with representing an organization before elected officials, agencies, and external partners.
  • You must have a minimum of 4 years of experience demonstrating exceptional strategic judgment with the capacity to navigate complex issues, manage sensitive information, and drive informed decision-making.
  • You must have experience managing teams and coordinating complex projects.
  • You must have experience ensuring accountability and alignment with agency and organization goals.
  • You must have experience with a policy or initiative you helped develop or implement.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Possession of a bachelor's degree with a concentration in Business Administration, Public Policy, or Business Management.
