Job Summary

The Executive Director, Workforce Solutions and Analytics oversees the 3 teams that make up the HR Workforce Solutions and Analytics which is embedded in Central HR and provides support across the enterprise at both UC Davis and UC Davis Health - the three teams are comprised of business systems analysts who specialize in employment data analytics, employment-related project management, and first and second tier support for applications specific to HR such as Job Builder and UCPath/HRIS. This role has significant responsibility to achieve broadly stated goals by establishing objectives and work plans and delegating assignments to subordinate managers. This leader develops, modifies, and implements strategic plans and policies that affect the development of data-driven solutions and analytics to drive optimal business operations. Evaluates recommendations for new initiatives. Proactively assesses risk to establish appropriate workflows and procedures so as to protect organizational assets and promote effective departmental operations. Determines strategies for developing HR programs, supporting HR initiatives, and improving HR services enterprise-wide. This includes lobbying support with key stakeholders and measuring impact.

Minimum Qualifications

  • Bachelor's degree in related disciplinary field such as Health Care, Business or IT Administration, or equivalent work experience.
  • Minimum five (5) years of demonstrated senior management experience specific to analytics and technology, including managing the full life cycle of related applications and support systems.
  • Minimum ten (10) years of increasingly responsible and directly related experience, in an organization of significant size, diversity and complexity.
  • Good working knowledge of Human Resorces principles, methodologies, and the tools, applications, and strategies used for current HR operations.
  • Advanced leadership skills, with the ability to create and maintain a climate of collaboration and trust and apply advanced conflict resolution skills when needed.
  • Excellent analytical and conceptual thinking ability to analyze complex problems, formulate solutions and effectively convey those solutions clearly and concisely to senior leaders, managers and staff.
  • Advanced leadership, relationship building, influencing and negotiation skills, including the ability to work effectively across all levels of management and staff.
  • Highly proficient in all MS Office applications (Word, Excel, and PowerPoint, Access), BI / database applications and reporting tools.

Preferred Qualifications

  • Business Intelligence, Program Management or HR industry Certifications.
  • Demonstrated experience in large academic healthcare setting with knowledge of or ability to learn UC Davis Health organization, structure, clinical, research, and administrative departments.

Proven ability to foster partnerships, achieve organizational goals and manage effectively within a unionized organization.

Key Responsibilities

Strategic and Enterprise-Wide Oversight of HR Data Analytics, HR Applications, and HR Project Management (50%)

  • Develops short and long-term business strategies for operating enterprise-wide HR applications which require data governance, first-tier support, and data analytics. Ensures implemented strategies deliver desired outcomes and align with HR strategic objectives.
  • Collaborates with senior management in developing budgets and financial planning. Manages department resources and plans for future resource needs.
  • Manages, plans, and administers day-to-day HRAD operations to ensure effective departmental and inter-departmental collaborations.
  • Develops processes for benchmarking and creates reporting tools. Enhances reporting functionality to support consistent capture and dissemination of information.
  • Accountable for the delivery of high-quality program support, issue resolution, consultation with L&OD staff and others to ensure end user competency of HR programs and applications.
  • Applies advanced knowledge to inform, counsel, influence, and educate managers and leaders on fact-based decision making. Nutures strategic alliances within and outside of HR.

Department Overview

HR Workforce Solutions and Analytics is a vital unit within Human Resources providing services for both UC Davis and UC Davis Health. The team's overarching goal is to provide first-tier level support for HR applications which are mostly hosted by Office of the President or cloud-based; providing industry-standard dashboards and reporting of employment-related data/data analytics; and providing expert project management support for all HR strategic initiatives.

The department is composed of three specialized teams:

  • HR Applications, which is responsible for first-tier administration, support, and optimization of embedded HR applications, such as UCPath, UC's HRIS;
  • HR Data Analytics, which delivers workforce/employment-related data dashboards, reporting, analytics, and insights to inform leadership and decision-making; and
  • HR Project Management, which lends expertise and support for all projects within HR that are outlined in the HR Strategic Plan and Roadmap.

Department Specific Job Scope

HR Workforce Solutions & Analytics supports both UC Davis and UC Davis Health by providing enterprise-wide HR data, system support, and project management services. The department ensures reliable access to HR applications like UCPath and Job Builder, delivers workforce analytics and dashboards to inform strategic decisions, and manages HR projects aligned with the HR Strategic Plan. Together, the team drives data integrity, operational efficiency, and process improvement across the HR enterprise through integrated technology, analytics, and project leadership.
