TITLE

Supervisor, Parking Field and Outreach Services

JOB SUMMARY

The Supervisor, Parking Field and Outreach Services plays a critical frontline role in supporting the daily operations of campus parking and transportation services. This hands-on position is responsible for patrolling university property, enforcing parking regulations, and delivering in-field customer service and education to the campus community. The Supervisor also assists with special event logistics, monitors parking-related assets, and actively participates in community outreach initiatives. Additionally, this role contributes to departmental goals by reporting field data, mentoring student employees, and promoting a culture of respect and compliance across campus.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Manager, Parking

Supervises: Student Assistants

ESSENTIAL DUTIES - May include, but not limited to the following:

  • Patrols campus parking lots and structures to enforce university parking regulations by issuing citations, booting vehicles, and arranging towing for scofflaw or hazardous violators.

  • Reports hazardous or unsafe conditions encountered during patrols. Serves as a primary in-field customer service representative, providing courteous and professional assistance to students, employees, and visitors regarding parking rules, locations, and procedures.

  • Coordinates daily field enforcement activities and supports the organization, staffing, and scheduling of field operations.

  • Establishes methods and best practices for providing consistent enforcement coverage and service across all shifts.

  • Monitors uploads of citation records between handheld enforcement units and the parking management system, ensuring data accuracy and operational continuity.

  • Leads and supports the parking enforcement team, including student employees. Establishes job standards and expectations, provides regular performance evaluations, identifies training needs, and assists in correcting performance deficiencies.

  • Provides and coordinates onboarding and ongoing training related to enforcement procedures, customer service, and safety protocols.

  • Supports the planning and execution of parking and traffic logistics for special events.

  • Assists with the placement and removal of barricades, signage, traffic cones, and staffing of key locations.

  • Works collaboratively with event organizers to ensure efficient traffic flow and a positive visitor experience.

  • Assists with developing and delivering presentations on parking regulations and services to campus groups, including at new student orientations.

  • Assists in the development of educational campaigns to promote understanding and voluntary compliance with parking policies.

  • Inspects parking facilities and equipment, such as signage, bollards, gates, and lighting.

  • Identifies, documents, and reports maintenance needs for safety concerns to appropriate personnel.

  • Collects and submits field data and observations to support operational improvements and strategic planning.

  • Performs daily inspections of assigned vehicles and enforcement technology, ensuring all equipment (e.g. handheld citation units, booting tools) is functional and well-maintained. Reports issues or repair needs promptly.

  • Travels to the Dallas campus as needed, approximately twice per month for enforcement and event support, to ensure a visible and effective parking services presence.

ADDITIONAL DUTIES

  • Performs other duties as requested.

EDUCATION

High school diploma or GED is required. Associate degree is preferred.

EXPERIENCE

Requires a minimum of two (2) years of experience in parking operations, public safety, or a related field requiring public interaction and field-based service. Experience in a university or municipal setting is highly desirable.

Preferred Qualifications:

Experience delivering outreach or training presentations to diverse audiences.

Supervisory or lead experience, particularly with student or part-time employees.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:

  • Knowledge of office practices, standard computer software, and email systems.

  • Knowledge of parking laws and regulations, including Texas Motor Vehicle Code, Texas Education Code, and relevant local ordinances.

  • Strong customer service and conflict resolution skills, with ability to enforce University parking policies professionally.

  • Demonstrated ability to lead, instruct, and coordinate student and staff employees.

  • Ability planning and delivering outreach presentations or training to campus audiences.

  • Knowledge of enforcement equipment, including handheld citation devices, vehicle booting tools, and traffic control supplies.

  • Ability to identify and report unsafe or hazardous conditions in parking areas.

  • Strong interpersonal communication skills, both verbal and written, to build effective relationships with campus and external partners.

  • Ability to work in a university or municipal parking environment.

  • Ability to work with a parking management solution.

  • Skill in managing and mentoring employees.
