Mercer University is searching for an Assistant Chief of Police

Responsibilities:

Reporting directly to the Chief of Police, the Assistant Chief of Police serves as the second-highest-ranking law enforcement officer for Mercer University. This position supports the Chief of Police in managing the operations and strategic direction of the University Police Department. This role provides leadership in planning, organizing, and directing campus law enforcement, public safety initiatives, and community engagement programs, as well as overseeing daily police operations and managing complex administrative and supervisory functions. The Assistant Chief ensures compliance with federal, state, and local laws while promoting a culture of safety, respect, and inclusion that supports the mission of Mercer University. The Assistant Chief also serves as Acting Chief in the Chief's absence.

Major duties include:
  • Assist the Chief of Police in daily departmental operations, including patrol, investigations, emergency response, and special events.
  • Act as the Chief of Police in their absence.
  • Coordinate with local, state, and federal law enforcement agencies as needed.
  • Oversee scheduling, resource allocation, and deployment strategies for campus safety personnel.
  • Oversees fleet inspections, equipment maintenance, and certification for radar, drug scales, and DOT road registrations.
  • Provides training and ensures compliance with Georgia P.O.S.T. mandates and departmental Standard Operating Procedures.
  • Manages specialized divisions, including Communications, and ensures GCIC audits and certifications are current.
  • Supervise and support the professional development of police supervisors, officers, security guards, and administrative staff.
  • Participate in recruitment, hiring, training, evaluation, and discipline of department personnel. This includes background checks and interview boards.
  • Oversees internal investigations, coordinates with Human Resources, and ensures resolution of personnel matters.
  • Ensure compliance with personnel policies and best practices in policing.
  • Assist in the development and implementation of departmental policies and procedures.
  • Ensure compliance with applicable laws, regulations, and reporting requirements, including UCR, CAD, GCIC, Accident reports, Clery Act and Title IX coordination as appropriate.
  • Maintain accreditation standards (e.g., CALEA, IACLEA) if applicable.
  • Foster strong relationships with students, faculty, staff, and community stakeholders.
  • Support community-oriented policing initiatives that enhance campus safety and student well-being.
  • Collaborate with campus departments such as Student Affairs, Residence Life, and Counseling Services to address safety and behavioral concerns.
  • Participate in the development and implementation of emergency management protocols and crisis response plans.
  • Assist with planning and execution of emergency drills and training exercises.
  • Support the Chief in long-term planning, budgeting, and assessment of departmental goals.
  • Manage assigned budget areas and assist in resource planning.


Knowledge/Skills/Abilities:
  • Demonstrated knowledge of modern police practices, community policing, and campus safety operations.
  • Strong leadership, decision-making, problem-solving, and crisis management skills.
  • Ability to compile, interpret, and present statistical data using spreadsheet software (e.g., Microsoft Excel, Google Sheets) for crime analysis, budget forecasting, and operational planning.
  • Excellent oral, written, interpersonal and communication abilities.
  • Proficiency with Computer-Aided Dispatch (CAD) systems, Records Management Systems (RMS), and incident reporting software to review, approve, and analyze reports, track calls for service, and monitor resource deployment.
  • Ability to navigate online databases, legislative resources, and compliance reporting platforms (e.g., Clery Act reporting systems, Title IX documentation).
  • Proficiency with police technology systems (e.g., RMS, CAD, access control systems).
  • Working knowledge of institutional social media guidelines and digital engagement tools to assist in public safety messaging, emergency notifications, and community outreach.
  • Strong skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) or equivalent applications for preparing reports, correspondence, presentations, and policy documents.
  • Knowledge of emergency preparedness, response, and recovery protocols.
  • Competence in using email systems, scheduling tools, and virtual meeting platforms (e.g., Microsoft Teams, Zoom) for internal and external collaboration.
  • Knowledge of budget development and resource management.
  • Strong understanding of digital file storage, retrieval, and security protocols, ensuring compliance with FERPA, HIPAA, and other privacy regulations.
  • Adaptability to new technologies, which includes the ability to quickly learn and implement emerging software and technology solutions relevant to law enforcement operations.
  • Must be able to work flexible hours, including evenings, weekends, and holidays as needed.
  • Subject to on-call duty and emergency response.


Qualifications:

A bachelor's degree in Criminal Justice, Public Administration, or related field and three years of progressively responsible law enforcement experience, including supervisory roles or command-level role with demonstrated use of law enforcement technology systems, are required. In lieu of a degree, an equivalent combination of education and experience will be considered. Additionally, candidates must be P.O.S.T. certified in Basic Law Enforcement.

Preferred Qualifications:
  • Prior experience in a college/university law enforcement environment.
  • Management experience in a university/college police department.
  • Completion of advanced leadership programs (e.g., USG Chief's Leadership Initiative, FBI LEEDA, Command College, FBI National Academy, or Southern Police Institute).
  • Georgia P.O.S.T. certifications in firearms, defensive tactics, speed detection, and general topics.


Physical Demands/Work Environment:
  • Duties require both office and field work, including sitting, standing, running, stooping, climbing, lifting up to 25 lbs., and working in inclement weather.
  • Exposure to hazardous situations, infectious diseases, chemicals, and noise; requires use of protective equipment.
