The Opportunity

Econometrica is seeking a Senior Health Policy Analyst with at least 7 years of experience in drafting, interpreting, and evaluating Medicare Part A, Part B, and Part D program policies. The Analyst will support work for Centers for Medicare and Medicaid Services (CMS) and will be responsible for analyzing CMS' policy updates, interpreting and assessing impacts of Federal statutes and regulations, and assisting with modifying the codebase to stay consistent with healthcare policy updates. The Analyst will review and analyze CMS transmittals and technical direction letters (TDLs), support data sources processing, and assist with the calculation of standardized payments.

The position requires collaboration with other healthcare researchers and programmers on CMS projects. The Analyst will be responsible for providing guidance, direction, and review to junior and mid-level staff to produce high-quality research deliverables.

Key Responsibilities:



  • Lead drafting, interpreting, and evaluating Medicare Part A, Part B, and Part D program policies.
  • Review and assess healthcare policy updates and help interpret Federal statutes and regulations.
  • Collaborate with researchers and programmers to assist with coding policy changes.
  • Review CMS transmittals, technical direction letters, and other materials that capture changes to healthcare policies and regulations.
  • Assist with reviewing, interpretating, and updating CMS' payment standardization methodology.
  • Mentor, coach, and supervise junior and mid-level staff.


Minimum Qualifications:



  • Master's degree in Public Health/Health Policy or a similar field.
  • 7+ years of experience researching, interpreting, and developing Medicare Part A, Part B, and Part D program policies.
  • Regulatory & policy expertise in Medicare and Medicaid.
  • Knowledge of the Federal rulemaking process and expertise in Federal healthcare statutes and regulations.
  • Proven track record in leading and managing research projects.
  • Excellent writing skills.
  • Excellent verbal and interpersonal communications skills.
  • Ability to think creatively and solve complex problems.

Work Environment

This position is located onsite at PHMSA's office in Washington, DC.
