SUMMARY: The Government Property Manager manages the T-6 COMBS property management system and oversees all programs with FAR clauses for government property to be maintained. This manager will focus on supporting contract closeout missions, capturing the validation of accountability transfer. The position will support task order phase-in and phase-out with the focus of programs with the FAR Clause 52.245-1 embedded in the contract. Must be familiar with property FAR and DFAR clauses, have previous experience writing property plans, understands the PWS/ SOW deliverables, and managed the 10 Outcomes of managing government property. Provides training, mentoring, and directions for the effective and efficient management of government property. While this is a remote opportunity, the preferred candidate will reside within a commutable location to Madison, MS or OKC, OK. JOB DUTIES: Responsibilities may include, but are not limited to:
- Close out contracts validating that all GFP obtained for the use of a contract have been returned to the customers or disposed of as directed.
- Assist in managing the 10 Life Cycle Outcomes: Acquisition, Receiving, Records, Physical Inventory, Subcontractor Control, Reports, Relief of Stewardship and Liability, Utilization, Maintenance, and Property Closeout.
- Travel to conduct site assessments of programs in preparation of PMSA or SSA, drafting reports of findings and corrective action plan.
- Work with the Information Technology sections to understand the requirements of property management as it relates to the various requirements (System Implementation and Sustainment).
- Lead property phase-in for new task orders and closeouts for existing
- Prepare and submit reports to the government providing detailed information on routine and special reports.
- Manage a database consisting of training, program changes, directives, program approvals, self-assessments, inventory, etc.
- Performs data analysis, risk assessments, and resource requirements.
- Review Statements of work and understand program procedures
- Write Property Control Plans that meet the FAR requirements and incorporate the task orders PWS deliverables.
- Governance in accordance with regulations to include, but not limited to: AR 710-2, DA PAM 710-2-1, AR-735-5, CTA 50-909, Property Book Office Standard Operating Procedures, Procurement Integrated Enterprise Environment and, Army Enterprise System Integration Program (AESIP)
- Performs other duties as required.
QUALIFICATIONS:
- Education and Experience:
- Bachelor's degree and two years' experience or High School diploma and eight years' experience.
- Certified Professional Property Manager (CPPM) certification from the National Property Management Association desired.
- 8 years' of experience in Property Management (related military experience in supply and logistics).
- Must be familiar with and able to train in FAR, DFAR, and asset management systems.
- Must have previous experience drafting an acceptable Property Management Plan that incorporated that FAR/DFAR property clauses.
- Must have previous experience reviewing contracts and statement of work outlining deliverables.
