SUMMARY: The T-6 COMBS Time Compliance Technical Order (TCTO) / Technical Directive (TD) / Time Change Interval (TCI) Lead is responsible for the enterprise-level management, coordination, and execution of all mandated technical directives, inspections, modifications, and time change requirements across the T-6 Contractor Operated and Maintained Base Supply (COMBS) Program. This position ensures that all applicable TCTOs, OEM service bulletins, technical directives, and time change items are properly identified, analyzed, scheduled, tracked, and documented in accordance with contract requirements, OEM guidance, and DoD regulations. Reports to the Logistics Manager and works closely with Site Leadership, Quality Assurance, Engineering/Configuration Management, Supply Chain, and Maintenance Control to ensure global compliance and aircraft readiness across all COMBS locations. This role provides direct supervision, tasking, and mentorship to the TCTO/TD/TCI Analyst, ensuring accurate data tracking, reporting, documentation, and timely execution of all compliance requirements. JOB DUTIES: Responsibilities may include, but are not limited to:
- Manage and oversee all TCTO, TD, and TCI programs across all COMBS sites, ensuring compliance with regulatory and contractual requirements.
- Coordinate with Site Supervisors, Maintenance Control, and Supply Chain to plan and execute compliance actions with minimal operational disruption.
- Serve as the central point of contact for TCTO/TD/TCI inquiries, clarifications, and implementation strategies.
- Track status of all open, in-work, and completed TCTOs/TDs/TCIs across all assigned aircraft and support equipment.
- Maintain detailed records of TCTO/TD/TCI applicability, completion status, compliance due dates, and required materials.
- Ensure documentation is completed accurately in accordance with technical publications, manuals, and regulatory requirements.
- Maintain configuration control for all affected aircraft, engines, and support equipment.
- Prepare and submit compliance status reports and updates to the Program Manager and customer representatives.
- Review and interpret OEM manuals, engineering directives, and service bulletins for applicability to COMBS assets.
- Coordinate with engineering and OEM representatives to resolve technical discrepancies and ensure accurate data implementation.
- Maintain a current library of all applicable TCTOs, TDs, and OEM bulletins, ensuring accessibility across sites.
- Identify and forecast material, parts, and kits required for TCTO and TCI compliance actions.
- Coordinate with COMBS Supply, Procurement, and Warehouse teams to ensure availability of required components.
- Monitor long-lead or restricted items to ensure compliance is achieved within required timeframes.
- Manage coordination between supply transactions and maintenance schedules to minimize downtime.
- Work directly with the PMO, Site Supervisors, Maintenance Control, and QA teams to ensure consistent communication and alignment.
- Participate in program meetings and readiness reviews to support strategic planning and operational execution.
- Interface with government, customer, and OEM representatives to ensure accurate and timely program reporting.
- Supervise and mentor the TCTO/TD/TCI Analyst, ensuring workload prioritization, accuracy, and professional development.
- Conduct regular performance reviews, provide feedback, and ensure all assigned personnel meet quality and compliance standards.
- Assign tasks, monitor progress, and validate accuracy of compliance data and reports submitted to leadership and customer entities.
- Develop, maintain, and distribute compliance dashboards and tracking tools for all TCTO, TD, and TCI actions.
- Analyze trends, identify risks, and recommend process improvements to enhance efficiency and compliance accuracy.
- Provide executive-level briefings and updates as required.
QUALIFICATIONS:
- Education and Experience:
- High school diploma or GED required.
- Bachelor's degree in Aviation Maintenance, Logistics, or related field preferred.
- Minimum of 5 years of experience in aviation maintenance, logistics, or technical order administration in a military or contractor environment.
- Proficiency in maintenance and supply management systems (e.g., NALCOMIS, OOMA, IMDS, or equivalent).
- Working knowledge of OEM service bulletins, configuration management, and lifecycle planning systems.
- Knowledge, Skills, and Abilities:
- Strong knowledge of TCTO, TD, and TCI compliance and lifecycle management processes within military aviation.
- Experience working with T-6, PT6A, or similar fixed-wing aircraft platforms preferred.
