Salary range is $78K to $155K with a midpoint of $108K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Sound Transit also offers a competitive benefits package with a wide range of offerings, including:

GENERAL PURPOSE: The Senior Talent Advisor/Sourcer will be responsible for the quality and effectiveness of the talent acquisition process by assisting in developing strategies to identify, attract, and hire high quality employees. The responsibilities include all aspects of sourcing, recruiting, interviewing, relocation, placement, and/or transfer of employees at all levels. The advisor builds effective relationships with all levels of candidates and staff to ensure an efficient and successful recruitment process, along with a candidate and hiring manager experience that exceeds expectations. ESSENTIAL FUNCTIONS: The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
- Partners with assigned business units to review staffing needs for near and long-term recruitment needs. In collaboration with company leadership develops foundational strategic and comprehensive recruitment plans in accordance with the needs and goals of Sound Transit.
- Guides candidates through the recruitment process, and trains hiring managers in the full recruiting cycle. Performs initial interviews to determine candidate suitability for placement for targeted requisitions.
- Uses sourcing tools including LinkedIn Recruiter in order to source high quality candidates for hard-to-fill positions.
- Engages prospects with tailored messages, converting them into candidates who align with Sound Transit's mission. Your success will be measured by the quality of candidates advancing to final interviews, with a focus on securing high-value hires through outbound strategies.
- Builds and maintains a pipeline of qualified candidates for current and future technical roles.
- Partners with hiring managers to understand role requirements and ideal candidate profiles
- Tracks sourcing metrics and optimize outreach strategies based on performance data.
- Develops and maintains foundational relationships with contacts in business, academia, and other sources, which may provide referrals to qualified candidates.
- Tracks recruiting efforts and candidate information utilizing Sound Transit's Applicant Tracking System (ATS). Recommends enhancements to the ATS system as appropriate to improve efficiency and effectiveness of the recruitment function. Partners with IT as subject matter expert for ATS enhancement discussions.
- Demonstrates proficiency in leading Talent Acquisition programs such as internships, talent analytics, and community/diversity outreach programs.
- Partnering with Total Rewards, analyzes market data and internal compensation when making an offer for a position. Generates offer letters and contracts for selected candidates.
- Stays abreast of trends and developments in the field of Recruitment and sourcing by reading current materials, attending training, and participating in meetings and conferences of professional organization to stay current on emerging trends and increase the Agency's visibility among potential candidates and associations.
- Coordinates a variety of other HR related programs, projects, and services and serves on various committees as assigned; attends and participates in professional group meetings; maintains awareness of federal, state, and local regulations and impact of changes on the Agency; may work on or have lead on special projects or participate as member of other teams.
- Provides recommended outreach strategies to build a high-quality pipeline of technical talent for Sound Transit's critical roles.
- Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Human Resources, Business or Public Administration, Psychology or related field; Four years of experience in automated recruiting, sourcing, talent outreach and relocation; Or an equivalent combination of education and experience. Preferred Licenses or Certifications:
- PHR/SPHR Certification.
- AIRS Certification.
Required Knowledge and Skills:
- Demonstrated perseverance in outbound sourcing and candidate engagement
- Mastery of at least one applicant tracking system (ATS), preferably several.
- Experience with sourcing tools and platforms to identify and research potential candidates
- Experience using total addressable market data to identify and target candidate pools.
- Experience with analytics to understand how to use the data to improve the Talent Acquisition team metrics.
- Demonstrates mastery of recruitment advertising through social media tools and techniques and other talent branding channels.
- Provides specific external talent market perspectives on industry talent and hiring challenges, and demonstrates initiative to drive innovation.
- Excellent communication skills.
- High level of creativity in candidate sourcing.
- Must be able to travel within Washington State for recruiting purposes.
- Ability to work in a multi-cultural environment.
- Demonstrated experience consulting and solving HR business problems.
- Experience with developing, implementing, and meeting functional budget.
- Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets.
- Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups, and the general public.
- Interpreting and administering human resources policies and procedures and in effectively gathering and analyzing data to develop reports and recommendations related to human resources programs and functions.
- Maintaining confidentiality and communicating with tact and diplomacy.
- Identifying and resolving problems in a timely manner using sound judgment.
- Responding to inquiries and in effective oral and written communication.
- Ability to work in a fast-paced, quickly changing environment.
- Providing assistance to managers in administering programs and projects.
