Talent & Mobility Analyst – Hybrid

 

PEMEX Deer Park is seeking a Talent & Mobility Analyst to support a workforce of about 1,000 employees by managing full-cycle recruiting and advancing internal mobility programs. You will partner with HR Business Partners to deliver strategic talent management solutions that align with business priorities. You will balance hands-on recruitment with advisory responsibilities, ensuring the refinery has the right talent in place to meet both current and future needs.

To succeed as a Talent & Mobility Analyst, you must have:

  • Bachelor’s degree in Human Resources or related field, with 5+ years of experience in recruiting, talent management, or workforce planning, ideally within manufacturing, energy, or refinery industries.
  • Solid knowledge of talent acquisition strategies, internal mobility programs, and workforce analytics, with proven ability to partner effectively across all levels of the organization.
  • Proficient in ATS and HRIS systems (Workday, ADP, SuccessFactors preferred) and Microsoft Office tools.
  • Ability to be on-site at PEMEX Deer Park at least three days per week, travel within the refinery as needed, and lift to 15 pounds.
  • Knowledge of HR compliance and union environments is an advantage.

 

As a Talent & Mobility Analyst, you will:

  • Lead full-cycle recruiting for union and non-union roles, building talent pipelines, and ensuring compliance with hiring standards and regulations.
  • Partner with hiring managers and HRBPs to develop job postings, selection criteria, and interview processes that align with workforce needs.
  • Support internal mobility and succession planning by connecting employees to growth opportunities, tracking movement, and maintaining career development metrics.
  • Coordinate domestic and international relocations, including immigration processes, housing, logistics, and family support.
  • Collaborate with HR Business Partners on talent management initiatives, providing insights on labor market trends, turnover risks, and diversity and inclusion efforts.

PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crude oil to produce high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products.
