Program Manager
Purpose:
The Program Manager will assist to plan, direct, coordinate, monitor budget, monitor schedule, track subcontractor performance, track and negotiate changes, and report activity to senior management. This will usually be done through subordinate project team members and other supervisory personnel, activities concerned with the overhauling or repairing of ships and/or other marine vessels, shafts, and fabrication projects. Project organization, scheduling, problem identification, customer interface and plan implementation are some of the responsibilities of this position as well.
This full-time, onsite position may require occasional flexibility in working hours as well as hours beyond a standard workweek to accommodate business needs.
Job Description:
Key responsibilities include:


  • Oversee all Project Management organizational efforts of assigned Program area of work.
  • Responsibility for projects to include safety, profitability, compliance, schedule, and quality.
  • Manage Project team with Tracking, estimating, compiling, submitting, and negotiating all change work to the contract.
  • Manage the overall schedule of each project, to include supporting schedule updates as needed for reporting.
  • Recognize potential problems early, recommend solutions, and implement corrections. Provide necessary input to the Contracts Manager to document all necessary concerns.
  • Effectively communicate project plans to Superintendent and other Project Team members for execution of the work scope
  • Work with Contracts Managers to make sure all terms and conditions, insurance requirements, contractual documents and necessary requirements are understood by the project team and allowable before performing work.
  • Oversee Superintendent oversight of trades, production on items, and project profitability and report to senior management as required.
  • Provide required updates on subcontractor invoices, accruals, and progress as needed.
  • Assist Contract Manager in disputes and issue with customers, to include REAs and claims.
  • Collaborate with Accounting, Production and Estimating to develop metrics and reports as needed.
  • Monitor progress throughout project or multiple projects for adherence to schedule.
  • Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and repair problems
  • Interpret specifications and contract requirements and explain plans and contract terms to administrative staff, workers, and clients. If disagreements arise, elevate to Contracts Manager for documentation and dispute resolution.
  • Perform job cost projections / Monitor cost, schedule and quality of the project(s) and immediately report any issues that would affect cost or schedule performance. Will require going onto the ship or vessel to perform ship checks and verification of data
  • Complete weekly execution brief and Monthly Project Manager Worksheets
  • Compare progress to cost and schedule, identify problem areas and recommend corrective action
  • Ensure that all issues raised are resolved in a timely manner, to include providing necessary supporting documentation to customers.
  • Track, monitor, price and provide to Contracts Manager for submittal all Contract Change Orders
  • Negotiate contract changes and provide settlement sheets to Contract Manager for logging and tracking.
  • Negotiate billing as required.
  • Work with Project Managers/Superintendents to confirm all T&I requirements have been met along with all required reports submitted.
  • Must have regular, reliable attendance
  • Job may require you to work hours outside of normal work week to ensure coverage and timely completion of deadlines.
  • Practice and confirm that all employees, subcontractors and visitors are in compliance with Safe Operations requirements to include the use of PPE
  • Set a personal example by wearing Personal Protective Equipment (PPE) per company guidelines at all times with no exceptions and correcting/documenting others who are not in compliance
  • Ensure that all Company Safe Operations initiatives and procedures are executed to include the safe planning of work, safety briefings, near-miss documentation and discussions, housekeeping practices.
  • Promote Safe Operations culture participation at the deck plate level.
  • Engage employees to be vigilant and vocal when it comes to safety issues, concerns and suggestions.
  • Work independently to complete responsibilities
  • Other duties may be assigned as workload dictates


Qualifications:


  • College Degree in related field, and 8+ years of Navy or Ship Modernization and leadership/project management experience
  • Relevant Experience may be considered in lieu of a degree or Ship Repairs experience
  • Understanding of FAR, DFAR, and UCC requirements
  • Effective negotiation, problem solving, and decision making skills
  • Ability to organize and direct a project to completion.
  • Must be organized, a good oral and written communicator
  • Proven ability to drive improved cost and schedule performance
  • Proven ability to manage Risks and Opportunities


Travel Requirements:


  • Minimal Travel; 10% or less.


Physical Requirements:


  • Remaining in a stationary position, often standing, or sitting for prolonged periods.
  • Able to sit and work on a computer for long periods of time.
  • Moving about accomplishing tasks or moving from one worksite to another.
  • Communicating with others to exchange information.
  • Light work that includes moving objects up to 20 pounds.
