Description

Lutheran Social Services of Wisconsin and Upper Michigan is seeking a Program Manager for our growing Housing Program! The Program Manager will oversee staff throughout the state of Wisconsin and Upper Michigan.

Duties include monitoring and implementing HUD contract and program requirements, working directly with the Housing Authority and resident organizations, managing the operations of applicable programs and acts as representative as needed to external organizations and other tasks.

This is a full time, benefit eligible role.

The Program Manager has overall responsibility for one or more programs within the designated Business Unit(s). Responsibilities include, but are not limited to, primary oversight of client services, program(s) financial viability, addressing human capital matters and technology needs. Ensures the programs are compliant with licensing and/or contracts while meeting the agency and stakeholder needs and expectations. Provides direct, ongoing support to supervisory staff and program staff as needed Manages outcomes, goals and quality assurance for the programs under their supervision.

Essential Duties and responsibilities:



  • Supports and models the Vision, Mission and Values of LSS.
  • Maintains positive working relationships with internal and external stakeholders.
  • Analyzes policies and procedures to improve program efficiency and effectiveness.
  • May assist in writing grants to develop new funding sources.
  • Prepares and oversees the compilation of an annual budget and authorizes the expenditures of funds to ensure fiscally healthy program operations.
  • Understands and communicates program(s) requirements per licensing and/or contracts to internal and external stakeholders.
  • Works as part of a collaborative team to support the Continuum of Care across all Business Units.
  • Serves as a representative of the agency and the properties/programs to internal and external customers. Establishes and maintains appropriate relationships with stakeholders.
  • Assumes primary and direct responsibility for managing tenant and stakeholder issues and concerns related to the property, tenant relations, etc. Works independently and with supervisory staff to address concerns in a consistent and timely manner. With supervisory assistance provides enforcement of lease requirements and project rules.
  • Receives, reviews, and provides feedback concerning monthly project financial reports. Monitors to ensure all identified charges are accurate for the project. Ensures all collected rents and other project income is accurately reflected. Communicates any discrepancy or areas of concern to supervisory staff.
  • Ensures complete and compliant tenant files that meet LSS and HUD standards/regulations. Maintains tenant files as assigned.
  • Expected to understand productivity expectations, communicate, and uphold the standards that have been established for the roles and the programs managed
  • Performs other duties as required.


SUPERVISORY RESPONSIBILITIES:



  • Recruits, interviews, hires, trains, and assigns staff members or assists Program Supervisor with the process.
  • Supports day to day functioning of Program Supervisors and/or Program Coordinators to ensure timely implementation and quality of the agency goals and strategies.
  • Provides guidance and assistance to Program Supervisors and/or Program Coordinators in supporting their staff to ensure agency goals and strategies are meet.
  • Ensures communication and implementation of agency-wide policies and procedures.
  • Ensures effective use of human capital to meet best practice standards as well as ensure individual and staff safety.
  • Respectfully addresses and resolves human capital issues including promotions, coaching, and other performance matters.
  • Acts as a role model for employees to exemplify how to be an LSS Employee of Choice.
  • Understands and communicates LSS mission, vision, values and best practices to all staff.

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE:



  • Bachelor's Degree with at least 3 years of experience is required.
  • Experience should be in working with older adults, people with disabilities, AODA and/or behavioral health, accessing health, social service, and housing and advocacy resources in the community.
  • A Master's degree in social work or counseling is preferred.
  • Supervisory experience is preferred.



LANGUAGE SKILLS:



  • Ability to communicate both in verbal and written format, effectively and efficiently in job. Ability to read, analyze, and interpret general correspondence and paperwork. Ability to effectively present information and respond to questions from others.



COMPUTER SKILLS/TECHNOLOGY:



  • Working knowledge of computers to allow employee to access computer systems and applications to complete timecards, read and respond to email, and complete required on-line training. This position will require knowledge of the Microsoft Suite applications, and the ability to create documents, presentations and spreadsheets.



PHYSICAL DEMANDS/WORK ENVIRONMENT:

  • While performing the duties of this job, the worker is regularly required to talk or hear. The employee frequently is required to stand, walk, and sit and occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Keyboarding is required for this position.
  • The incumbent of this position works in both an office environment as well as program and will balance time between both. Must be willing to work from multiple locations. The incumbent will also be exposed to outdoor weather conditions when traveling on company business.
  • May occasionally be exposed to chemical fumes such as paint and carpet cleaning. May enter client's dwellings or programs and be exposed to smoke and common house hold allergens such as dust, mildew and pets.
  • The noise level in the work environment is usually moderate.


CERTIFICATES, LICENSES, REGISTRATIONS:



  • Must have a valid driver's license and have reliable transportation to perform the essential duties of the role; a motor vehicle check (MVR) with a satisfactory driving record per the LSS Driver Safety Procedure is required, and ability to meet LSS auto insurance requirements.



TRAVEL: Position may travel up to 50% of the time over the two state area. Most travel is day but may include some overnights.
