Pay Range

$148,920 - $226,668 Annually

$148,920 - $188,880 Annually for the TSS.3 level

$178,770 - $226,668 Annually for the TSS.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employee's position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.


Job Description

We are seeking a Utility and Facility Manager for the National Ignition Facility (NIF) which is the world's most powerful and energetic laser facility operated 24/7. You will coordinate the maintenance, repairs, and upgrades of NIF utility and facility systems, interface with the NIF operational and maintenance teams, the NIF&PS Directorate facility management team, and the LLNL Operations & Business maintenance organizations. In addition, you will provide reliability leadership for the NIF utility and facility assets with the development and implementation of reliability metrics, asset performance monitoring, and condition-based maintenance. You will collaborate with engineers, scientists, technicians, craft personnel, sponsors, and stakeholders to ensure successful asset reliability management. This position is in the National Ignition Facility and Photon Science (NIF&PS) Directorate.

This position will be filled at eitherlevel based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

You will

  • Conduct technical expertise to asset reliability management with the development, evaluation, operation, and maintenance of complex utility and facility equipment and systems.
  • Coordinate and integrate with LLNL Operations and Business teams for the repair, maintenance, and upgrades of utility and facility systems.
  • Collaborate and work with other facility staff for laser shot operations and maintenance periods.
  • Integrate with NIF&PS Directorate Operations and Design teams for utility and facility reliability in directorate facilities.
  • Provide 24/7 NIF operations with a schedule that accommodates support and leadership of potential weekend and night shift activities.
  • Train, lead and mentor technical staff on asset management with operations, maintenance, and repairs.
  • Utilize and tailor test equipment used in troubleshooting and calibration as well as participate and lead equipment installation involving unique and challenging technical problems.
  • Conduct the development of tests, troubleshooting, maintenance, and operational plans and lead initiatives to implement process improvements based on metrics, analysis, trending data, system parameters, and employee feedback.
  • Provide solutions to complex data analysis and interpretation, present findings, author and critically review. Oversee the development of written documentation.
  • Utilize independent judgement within defined policies and practices to determine objectives and guide successful project completion and organizational goals
  • Perform other duties as assigned.

Additional job responsibilities, at the TSS.4 level

  • Direct technical expertise to asset reliability management with the development, evaluation, operation, and maintenance of complex utility and facility equipment and systems.
  • Develop new ideas, modify approaches and redefine tests, troubleshooting, maintenance and operational plans.
  • Provide solutions to highly complex data analysis and interpretation, present findings, author, critically review, and oversee the development of written documentation.

Qualifications
  • Ability to obtain and maintain a US DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor's degree in engineering technology, technical management, or equivalent combination of education and previously relevant experience.
  • Experience working in and advanced understanding of the operation of an integrated plant and/or laser facility including a strong understanding of the full engineering lifecycle.
  • Advanced knowledge and experience assembling and directing teams to complete specific projects or resolve specific problems in a safe and secure manner.
  • Advanced verbal and written communication, presentation, and feedback skills in multiple technical areas.
  • Advanced knowledge and experience managing multiple tasks and projects within constraints.
  • Advanced experience working in a multi-disciplinary project environment effectively with simultaneous commitments to performance, cost, and schedule.
  • Advanced knowledge and experience working in an area of Beryllium and radiologically contaminated areas as well as advanced experience with industrial safety considerations.

Additional qualifications at the TSS.4 level

  • Expert knowledge and experience assembling and directing teams to complete specific projects or resolve specific problems in a safe and secure manner.
  • Expert verbal and written communication, presentation, and feedback skills in multiple technical areas.
  • Expert experience working in a multi-disciplinary project environment effectively with simultaneous commitments to performance, cost, and schedule.
  • Expert knowledge and experience working in an area of Beryllium and radiologically contaminated areas as well as advanced experience with industrial safety considerations.

Qualifications We Desire

  • Experience with Computerized Maintenance Management System (CMMS) for asset management and metrics development and evaluation.
  • Experience with industrial control system for facility and utility systems, such as HVAC, vacuum, water, and pressurized gas.
  • Experience planning and directing work with technical objectives, estimating effort, setting milestones, and managing within designated budget.
  • Highly organized, reliable, and dependable with an ability to manage/supervise a variety of concurrent activities.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.If you are selected, wewill initiate a Federal background investigation to determine if youmeet eligibility requirements for access to classified information or matter.
