Overview

Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Material and License Lead Coordinator, supporting TOS II, at Arnold Air Force Base, TN. The Material and License Lead Coordinator will be working as a member of an integrated team responsible for supporting the United States Air Force Test Operations and Sustainment efforts.

Open to internal and external candidates. The selected candidate for this requisition may be required to occasionally (e.g. application upgrades) work outside normal business hours.

Job Summary

Beyond New Horizons, LLC (BNH) is the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee. AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization, and an important national resource.

AEDC's mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, and ground and flight test. Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers.

Job Duties:

    Primary role as the Mission Information Services Material and License Lead Coordinator responsible for and providing proper guidance of Information Technology related acquisitions and software license management across all TOS DT&E systems
  • Reports to the MIS Technical Director & Director for all related responsibilities
  • Interface with Unit Software License Managers (USLM) for each of the DT&E systems that are primarily managed within the Management Information Services Directorate that includes ID&C, Infrastructure, Business Systems, Cybersecurity and Digital Enterprise organizations
  • Responsible for TOS Contract Deliverables (CDRL) associated with Software License Management to meet specific reporting requirements for Annual and Quarterly software license inventories
  • OWAM requisition CMP approver for reviewing IT related purchase requisitions of IT related material and services to ensure that the customer and purchasing requirements are met, and determines the appropriate acquisitions contract vehicle for procurement
    • Interfaces with Acquisition's Buyers on a regular basis to ensure proper direction is provided and when exceptions can be allowed
  • Requires understanding and knowledge of the difference between standard IT related hardware/software and industrial instrumentation (or non-standard IT).
    • Research the types of hardware/software materials related to Information Technology and making appropriate determinations on what type of material is being purchased and what requirements are applicable.
  • TOS representative for AEDC Software NCRB meeting to communicate TOS needs for NIPRNet
  • Primary POC for Computer Systems Requirement Description (CSRD) automated process workflow requirements and performs the CSRD Coordinator role
  • Primary POC for coordinating Information Technology Investment Portfolio Suite (ITIPS) tasks and tracking progress to completion among the different system owners, project managers, Information System Security Managers (ISSM) and other related roles
  • Maintains existing policies/procedures pertaining to Information Technology related purchasing activities defined in AF guidance from DAFMAN 17-1203 for acquisitions of hardware and software.
  • Schedule self-assessment audits (spot checks) on TOS managed systems to review that the proper software tracking requirements are being performed per procedure.
  • Provide direction/solution for implementing a more efficient and manageable system for automation and tracking of software license management and related processes
  • Provide direction/solution for standardization of acquisitions of hardware and software across TOS that can improve the turnaround of review/approvals and enable easier tracking.
  • Ensures that licensing and service agreements are tracked
  • Perform material requisition submission as necessary to help with any purchases within the MIS directorate
  • Support the use of common work processes and procedures within assigned function across the TOS contract.
  • Periodically evaluates process and program effectiveness and takes action to maintain continuous improvement.
  • Follows all safety rules and procedures and contributes to the safety of co-workers and the general public.
  • Willing and able to follow instructions, assist in training of co-workers, and cooperate with other employees, customers and contractors.
  • It is a condition of employment to wear company issued PPE (personal protective equipment) in accordance with supervisory direction and company policy.
  • Performs other duties as assigned.

Basic Qualifications:

  • BS degree in Computer Engineering, Science, or Information Systems and 8 to 10 years of progressive and relevant experience or any equivalent combination of relevant education and progressive and relevant experience.
  • Current U. S. Citizenship required.

Preferred Qualifications

  • Knowledge and basic understanding of Information Technology and Instrumentation hardware and software components
  • Experience with procurement/acquisition processes
  • Understanding of Supply Chain Risk Management
  • Intermediate to advanced use of Microsoft Excel or Access databases
  • Intermediate to advanced use of Microsoft SharePoint
  • Other experience in Microsoft Power Apps, Microsoft Power BI, and SQL queries
  • Skilled in oral and written communication
  • Skilled at building and maintaining personnel and customer relationships
  • Ability to effectively manage multiple priorities
