DESCRIPTION OF WORK

You will demonstrate strong engineering judgment while overseeing the preparation and review of environmental reports and analyses to outline the scope of work. This role involves coordinating environmental clearances and assessments with consultants and team members, covering specialized studies such as wetland assessments, archaeological evaluations, hazardous waste surveys, wildlife habitat assessments, historical considerations, farmland evaluations, and social or economic impact analyses. You will also supervise all waterway permitting activities to ensure compliance with necessary permits for project execution and maintenance. In addition, you will manage the District's mitigation commitments and post-construction monitoring efforts, while developing compliance programs related to the Municipal Separate Storm Sewer System and the Strategic Environmental Management Program. This includes tasks such as inventory management, inspections, audits, training, and coordination efforts. You will establish and enforce policies regarding the design, maintenance, and construction of stormwater control measures (SCMs), which involves the inventory and inspection of District-owned SCMs. Furthermore, you will manage, review, and approve all environmental documents in line with the National Environmental Policy Act, ensuring the District obtains the required permits for construction activities, including waterway and National Pollutant Discharge Elimination System permits. Work Schedule and Additional Information:
- Full-time employment
- Work hours are 7:00 AM to 3:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- Four years of professional civil engineering experience which includes three years in the appropriate speciality and one year of experience in directing the work of civil engineers.
Special Requirement:
- This position requires possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists.
Condition of Employment:
- This position requires possession of a valid Class C driver's license.
Post Employment Requirement:
- For the Bridges and Transportation parentheticals, successful candidates with an out of state Professional Engineer license will be required to produce a valid Professional Engineer License issued by Pennsylvania within their initial six month probationary period.
Other Requirements:
- PA residency requirement is currently waived for this title.
- You must be able to perform essential job functions.
