POSITION SUMMARY :

The VBC Quality Manager is a key member on the Value-based Care team at Boston Medical Center Health System. Under the supervision of the VBC Director, Population Health the role supports implementation of quality programs and strategic initiatives across Boston Medical Center Health System's (BMCHS) ambulatory practices. Additionally, the analyst supports implementation of quality, equity and risk-coding recapture strategy for VBC's non-MassHealth payer contracts.

The VBC team is focused on accelerating BMCHS's transition to a leader in value based care. The team's three major goals are: strong performance in risk contracts, transforming care to enable high performance and support growth, and developing technology and tools to facilitate our work. VBC is comprised of In order to succeed in the MassHealth ACO, BMCHS is rapidly designing, implementing, and iterating on a number of programs to manage utilization and total cost of care. Quality is a key component to VBC's success in the ACO program, directly improving patient care and impacting the system's financials.

JOB DESCRIPTION

ESSENTIAL RESPONSIBILITIES / DUTIES:

The role will collaborate with the clinical, administrative, and operational leads in primary and specialty care outpatient practices. It is essential that the Manager possess strong communication skills to ensure open lines of communication between all stakeholders. Success in this role requires the Analyst to partner closely with BMCHS subject matter experts to implement change initiatives in outpatient practices. As such, successful candidates will have a demonstrated track record of leading improvement efforts in outpatient clinic settings, forming effective partnerships with clinical and operations leaders, and executing on complex operations projects.

Specific activities may include, but are not limited to, the following:


  • Analyzes data and information to inform quality program design, improve operations, and enhance service delivery

  • Defines methods for measuring program success and demonstrating program effectiveness in partnership with Clinical Analytics leads to define data and reports needed to manage performance

  • Tracks and monitors the implementation of strategic initiatives to carry out the quality agenda; engages in open and constructive dialogue with subject matter experts and operations leads to provide real time feedback and results of quality initiatives with a readiness to pivot strategy when needed

  • Monitors performance to ensure performance targets are met at the system and site level; develops detailed reporting within Excel or other appropriate analytics tool to create efficiencies in performance monitoring and performance projections

  • Under the direction of the VBC Director of Population Health, develops strategy for non-MassHealth quality programs and initiatives and assumes a leadership role in executing new programs

  • In partnership with system subject matter expects, leads efforts to increase information sharing across the network, including peer learning opportunities

JOB REQUIREMENTS

EDUCATION:

Bachelor's degree in Business Management or field related to the project. Advanced degree preferred.

CERTIFICATES, LICENSES, REGISTRATIONS REQUIRED:

Project Management Certification (PMP) from the Project Management Institute (PMI) is a plus

EXPERIENCE:

Requires at a minimum 5 years work experience with at least 3 years of direct project management experience, including managing all aspects of process development and execution.

KNOWLEDGE/SKILLS:


  • Knowledge of project management methodologies is required.

  • Strong written and oral communication skills.

  • Strong familiarity with project management software, including Scheduling, Planning, Tracking, Cost Control and Budgeting Tools.

  • Familiarity various software programs and strong computer skills may be required. Proficiency in one or more of the following products may be required: PowerPoint/Excel/Word/Access, as well as Outlook, and Visio).

  • Experience at working both independently and in a team-oriented, collaborative environment is essential.

  • Leadership skills and ability to be persuasive, encouraging, and motivating.

  • Ability to conform to shifting priorities, demands and timelines through analytical and problem-solving capabilities.

  • Ability to work cooperatively with other members of the team and staff, ability to handle frequent interruptions and adapt to changes in workload and work schedule; to set priorities and solve problems; to respond quickly to emergency requests.

  • Strong interpersonal skills to elicit cooperation from a wide variety of sources, including upper management, clients, and other departments.
