Central City Concern is an innovative nonprofit agency providing comprehensive services to single adults and families in the Portland metro area who are impacted by homelessness, poverty and addictions. We hire people that are skilled and passionate to meet our mission to end homelessness through outcome-based strategies which support personal and community transformation.

This position will be responsible for maintaining the efficient operation of the Supportive Transitions for Stabilization (STS) Program. The STS supervisor works in tandem with the other supervisors in the supportive housing team to ensure seamless and coordinated care for the clients and overall support to the STS team. In addition, this position works closely with the Service Coordination Team (SCT), the Behavioral Health Unit (BHU), Multnomah County Parole and Probation, CCC Employment, Healthcare, and CCC Housing to ensure the excellence of services provided to those they serve.

Salary:$59,447 - $83,220

Schduele: Monday-Friday 8:00 am - 4:30 pm

ESSENTIAL DUTIES AND RESPONSIBILITIES:



  • Coordinate and monitor daily operation of program(s) including, but not limited to,


a. Ensure adequate staffing and coverage

b. Coordinate operations with other co-located programs.



  • Responsible for the oversight and supervision of staff within the STS program and front desk staff within the HRR program.


a. Identifying vacancies, working with HR to post for positions, interviewing, hiring, and onboarding of staff for the programs.

b. Managing the performance of staff, providing feedback and evaluations, coaching, and providing disciplinary action as needed.

c. Reviewing requests for, and approving or denying, time off and schedule changes.



  • Manage staffing of STS Program along with HRR Case Manager Supervisor.
  • Plan and facilitate regular staff meetings and incidental meetings as needed.
  • Maintain effective communication with all program staff and other partners.
  • Oversee appropriate management and maintenance of client records.
  • Communicate and work closely with the Service Coordination Team and provide record keeping regarding referrals.
  • Monitor program compliance with all CCC policies and procedures, and contractual requirements. Implement new policies and procedures when they are approved. Independently develop and implement additional policies and procedures as needed to ensure effective operations.
  • Participate in setting goals and objectives for the program, facilitating the achievement of those goals, evaluating progress, and modifying processes and/or objectives as needed based on objective data.
  • Provide oversight of the utilization of internal housing units.
  • Assist in the management of all incoming referrals and placements in partnership with both internal and external partners.
  • Respond promptly to all external and internal partners as needed and assist with resolving any complaints.
  • Ensure quality customer service throughout the program.
  • Driving is an essential function of the position.
  • Participate in compliance, quality assurance and quality improvement activities.
  • Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediately reporting any breach of protected health information or personal identification information of any person receiving CCC services by CCC or an outside provider to the CCC Compliance Department, as well as to your supervisor or their designee.
  • Adhere to all CCC policies, procedures, and guidelines.
  • Attend all required meetings and trainings.
  • Perform related duties as assigned, within the scope of the role.

  • Ability to use various office equipment including, but not limited to, copiers, fax machine, printers, and multi-line phones.


MINIMUM QUALIFICATIONS:



  • High School or GED required.
  • 2 years of experience working in supportive housing, behavioral health, social services, or related environment with 1 year supervisory/lead experience.
  • Understanding of a Housing First and Stages of Change model of service.
  • Understanding of Addictions Programs.
  • Empathize and embrace the mission and philosophy of recovery and client centered treatment.
  • Proficient use of the following computer programs: Word and Excel; HMIS and YARDI experience desirable.
  • Must possess a current driver's license, access to a vehicle, qualify as an Acceptable Driver as designated in Central City Concern's Fleet Safety policy. Must pass an initial driver training within 60 days of being an approved driver and continued recertification training. Must maintain vehicle insurance coverage of a minimum of $100,000/$300,000 personal auto liability coverage.
  • Must not actively be on parole or probation.
  • Must generally have the ability to bend, stoop, kneel, squat, twist, reach, pull and lift heavy objects and climb stairs, with reasonable or no accommodation.
  • Ability to adhere to Central City Concern's drug-free workplace which encourages a safe, healthy and productive work environment and strictly complies with the Drug-Free Work Place Act of 1988. An employee shall not, in the workplace, unlawfully manufacture, distribute, dispense, possess or use a controlled substance or alcohol.
  • Must pass a pre-employment drug screen and background check.
  • May be required to carry an agency cell phone for work use. Cell phone will be provided by Central City Concern.
