DESCRIPTION OF WORK

As a Procurement Specialist 2, you will be responsible for supervising procurement activities within the Department of Revenue to include procurement of services, supplies, and equipment; the Contractor Responsibility program; and the administration of the Purchasing Card program. You will advise staff in determining appropriate purchasing methods and processes to achieve the best purchase value for the department while maintaining fair and non-discriminative contracting processes for all interested bidders. Within this role, it is essential to analyze and review procurement requests to ensure all purchases are made in accordance with current Commonwealth law, management directives, IT bulletins, administrative circulars, executive orders, and department policy. This position also allows you to employ your critical thinking abilities to evaluate improvement recommendations and develop plans and processes to implement such initiatives. - Full-time employment
- Work hours are either 7:30 AM to 4:00 PM with a 60-minute lunch OR 8:00 AM to 4:00 PM with a 30-minute lunch, Monday - Friday.
- Telework: You may have the opportunity to work from home (telework) full-time. Full-time telework status employees are required to work in-office once per month. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
- Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS Minimum Experience and Training Requirements:
- One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- One year of professional experience performing contract management work; and a bachelor's degree in business, supply chain, logistics, project, or operations management, or a related field; or
- An equivalent combination of experience and training.
Additional Requirements:
- You must have at least one year of supervisory experience.
- You must be able to perform essential job functions.
Legal Requirements:
- This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
