This Opportunity:

Palladium is currently seeking a Senior Manager, Finance
& Administration to support implementation of the Translating Data for
Implementation (Data.FI) award. Data.FI is a global project funded by the U.S.
President's Emergency Plan for AIDS Relief (PEPFAR). Data.FI partners with PEPFAR programs to
accelerate and sustain access to high-quality data to expedite HIV epidemic
control and maintenance. Data.FI supports host country governments to enhance
existing health information systems (HIS) and conduct in-depth analysis of
epidemiologic and program data to inform management responses to gaps in
programming and sustain impact by supporting local partner transition.

The Senior Manager, Finance & Administration serves as
part of the Project Management Unit (PMU) that is responsible for the
management and delivery of a specific activity buy-ins. The Senior Manager,
Finance & Administration position supports the management of effective and
efficient financial and compliance activities to deliver work in accordance
with contractual obligations, company policies, local country settings, and
client rules and regulations. Senior Manager, Finance & Administration is a
valued member of the team completing a variety of tasks that are critical to
high-quality project management.

This position will be responsible for assisting in the
development of annual work plans and pipeline budgets, reviewing budgets and
financial reports for accuracy, and other ad hoc financial requests as needed.
They will work with support the Data.FI Team in preparing sub-awards and
contracts, ensuring compliance to USAID rules and regulations, working closely
with Palladium's Contracts and Compliance Department. Using strong
interpersonal and communication skills and analytical skills, the incumbent will
develop and maintain positive relationships with colleagues and clients with a
strong focus on customer service.

This is a project role with duration until December 14, 2025,
with possibility of extension.

Location and Compensation:

The position is based in Palladium's Washington D.C. office.

For our
prospective employees in the United States, please note that the full-time
equivalent annual base salary for this position is expected to range from $102,000 to $127,308 and successful candidates may also be eligible for additional,
variable incentive compensation dependent on the role. For part-time employees,
the salary will be prorated based on the actual number of hours worked.

limited to your qualifications, education, experience, skills, seniority,
performance, and Palladium's business or organizational needs.

Reporting Lines:

This person will report to the Director, Finance &
Administration.

Primary Roles and Responsibilities:

  • Collaborate
    with technical team leads to build appropriate work breakdown structure to
    comply with client requirements and allow for accurate time charging and
    financial projections
  • Provide
    of effective and prudent management of financial, accounting, procurement,
    and human resources, as well as provide guidance to financial and
    non-financial personnel
  • Ensure
    compliance with internal and donor regulations and procedures; enforce
    finance and supporting function policies, systems and procedures, and
    direct or perform their development, documentation, and implementation
  • Assume
    responsibility for program administration including operational,
    logistical, and administrative policies and tasks needed by the project in
    compliance with Palladium and USG regulations
  • Ensure
    that account records and files are always up to date, and are orderly,
    well kept, and readily available for reference and audit, when required
  • Develop
    work plan concept note budgets for project teams that align to contractual
    requirements, work plans and the project Work Breakdown Structure
  • Report
    financial risks of assigned portfolio to the Data.FI Director of Finance
    & Administration
  • Design,
    maintain and update a project wide budget tracker template:, provide
    trainings and guidance to the teams for effective budgeting and monitoring
  • Assist
    in preparing monthly pipeline report and other corporate financial reports
    as needed
  • Assist
    in preparing accrual reports and other federal reports per clients'
    requests
  • Update
    monthly budget trackers; hold monthly meetings with Project Delivery staff
    and technical leads and discuss pipelines, burn rates and financial risks
  • Prepare
    and review monthly budget realignments, narrations, and justifications
  • Lead
    quarterly financial reviews for the project and provide analysis including
    earned value analysis, estimate-to-complete, etc.
  • Work
    collaboratively with Data.FI staff on project forecasting, LOE tracking
    and variance analysis
  • Other
    duties as assigned. May be required to backstop one or more country
    buy-ins

Essential Criteria:

  • Master's
    degree in business administration, Finance or Accounting , or 15 years of
    relevant equivalent experience
  • Financial
    acumen and the ability to interpret and analyze financial reports
  • Must
    have advanced working knowledge of Microsoft Excel
  • Works
    with respect and dignity for all colleagues and contributes to a
    cooperative team working environment
  • Basic
    understanding of management including organizational skills and attention
    to detail
  • Excellent
    written and verbal communication skills
  • Sound
    problem solving and decision-making skills
  • Ability
    to travel and work in developing countries for extended periods of time if
    needed
  • Ability
    to work both independently and as a part of a team when required

Desirable Criteria:

  • Advanced
    (above intermediate) knowledge of donor (USG) Cooperative Agreement rules
    and regulations applicable to the project. Prior experience with PEPFAR funded
    global Cooperative Agreements is required.
  • Advanced
    understanding of contracting concepts and principles
  • Experience
    with Deltek's Costpoint preferred
  • Strong
    accounting, business and administration skills
  • Advanced
    skills in Microsoft Office - particularly Power Query, VBA, SQL
