Working closely with proposal managers, solution architects, and technical subject matter experts (SMEs), this position transforms complex technical input into well-structured written narratives suitable for both technical and non-technical reviewers. The role includes contributing to knowledge management efforts and helping develop reusable content for future proposals and business development initiatives. Key Responsibilities Technical Narrative Development
- Lead the development of technical narrative sections for federal proposals by interpreting and synthesizing inputs from solution architects, engineers, cybersecurity professionals, DevOps specialists, and program managers.
- Attend and actively participate in technical solutioning and strategy sessions to gain an understanding of proposed solutions, services, and delivery methodologies.
- Translate abstract or highly specialized technical content (e.g., microservices, CI/CD pipelines, container orchestration, zero-trust architecture) into clear, concise, and customer-focused narrative that aligns with solicitation requirements and evaluation criteria.
- Create initial draft responses that meet compliance guidelines, incorporate technical features and benefits, and highlight differentiators and win themes aligned with the proposal strategy.
- Develop annotated outlines and response templates that structure the narrative flow and ensure consistency across sections.
- Perform detailed compliance reviews on technical content to verify alignment with RFP instructions (e.g., Section L and M), including page limits, font requirements, and required attachments or cross-references.
- Tailor boilerplate or reusable technical content to the specifics of each opportunity, ensuring accuracy and relevancy.
- Support the integration of graphics, tables, workflows, and process diagrams to enhance clarity and visual appeal of complex information.
Collaboration and Coordination
- Collaborate closely with Proposal Managers to understand submission timelines, section ownership, review schedules, and proposal themes.
- Coordinate directly with technical contributors (e.g., SMEs, developers, system architects) to gather detailed information, clarify technical concepts, and verify solution accuracy.
- Conduct one-on-one or group interviews with SMEs to extract critical technical input when written content is unavailable or incomplete.
- Facilitate iterative content review cycles, manage redlines, and incorporate reviewer feedback from color team reviews (Pink, Red, Gold, etc.) to progressively mature draft content.
- Work with capture teams and BD leads to align technical narratives with capture strategies and customer-specific concerns.
- Serve as a liaison between technical teams and proposal staff to ensure effective communication and translation of technical value propositions.
Content Management and Process Support
- Track and maintain version control of technical proposal content throughout the lifecycle of each submission using naming conventions and versioning protocols.
- Use collaboration platforms (e.g., SharePoint, Microsoft Teams, OneDrive) to manage content repositories and ensure document security, accessibility, and organization.
- Support content planning meetings by preparing outlines, identifying content gaps, and recommending reusable elements.
- Develop and maintain internal content tools such as compliance matrices, response trackers, and storyboards to manage writing assignments and facilitate seamless content integration across proposal volumes.
- Contribute to proposal retrospectives by documenting challenges, identifying opportunities for improvement, and refining internal best practices for technical writing.
Knowledge Development and Content Archiving
- Collaborate with Knowledge Management teams to curate and update content libraries containing standardized solution descriptions, past performance narratives, and reusable technical write-ups.
- Draft white papers, capability statements, and case studies that articulate core competencies, technology stacks, platforms, and innovations.
- Capture reusable solution elements, including platform descriptions, delivery methodologies, and technical integration strategies, in a format that can be adapted to various customer needs.
- Document and organize frequently used solution patterns (e.g., cloud migration approach, modernization roadmap, DevSecOps toolchain) to promote rapid content reuse during future proposal efforts.
- Establish tagging and metadata practices that improve the searchability and accessibility of archived technical content within content libraries.
- Partner with solution teams to document emerging capabilities and prototypes that can be highlighted in future technical responses or marketing materials.
Qualifications
- Bachelor's degree in English, Communications, Technical Writing, IT, or a related field.
- 4-7 years of experience in technical writing or proposal development, ideally within a federal contracting or technology services environment.
- Proven ability to independently develop technical narratives based on verbal input.
- Demonstrated experience supporting federal RFPs, RFIs, and RFQs.
- Experience in knowledge management, white paper creation, and content reuse.
- Familiarity with government procurement tools (e.g., SAM.gov, GovWin).
- Understanding of Shipley or simi lar proposal development methodologies.
- Experience with proposal collaboration platforms (e.g., SharePoint, Teams).
Compensation and Benefits The projected compensation range for this position is $100,000 to $120,000 per year benchmarked in the Washington DC Metro area. The salary range provided is a good faith estimate representative of all experience levels. Salary at LCG is determined by various factors, including but not limited to role, location, the combination of education/training, knowledge, skills, competencies, certifications, and work experience.
