DESCRIPTION OF WORK

This role entails overseeing the development, planning, and management of initiatives aimed at decarbonizing the industrial sector through the Reducing Industrial Sector Emissions in Pennsylvania (RISE PA) program. The individual in this position will supervise a team responsible for the creation and execution of RISE PA, necessitating a robust understanding of energy management and environmental technology policy, alongside comprehensive knowledge of relevant state and federal laws, regulations, and procedures.

Additionally, the employee will take on the role of Bonus Award Compliance Coordinator (BACC), tasked with the development, planning, and administration of the Department of Environmental Protection's (DEP) RISE PA grant program, which is financed by the U.S. Environmental Protection Agency's (EPA) Climate Pollution Reduction Grants. This work must align with the strategic objectives and funding stipulations of both DEP and EPA, particularly those pertaining to Justice 40 initiatives and workforce development.

As the BACC, this individual will act as a primary liaison, collaborating with both internal and external stakeholders to effectively manage and administer the Community Benefits Bonus, Fair Labor Bonus, and Greenhouse Gas Emissions Reduction Bonus within the RISE PA framework. These bonuses are designed to provide additional funding to industrial facilities undertaking significant decarbonization projects that fulfill specific criteria. The BACC will offer technical support to applicants, assess and score project proposals, and oversee all projects awarded bonuses. Furthermore, this employee will contribute to the development of the RISE PA program, conduct research, analyze program data, and compile the Industrial Decarbonization Playbook report.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time, up to 5 days per pay period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • A bachelor's degree in the biological, physical, or environmental sciences, engineering, or in a field closely related to environmental protection or regulation; and five years of professional environmental protection experience; or
  • An equivalent combination of experience and training.
