Job Description:

The Site Security Manager (SSM) will be responsible for defining and implementing physical security plans at a potential Airbus Affiliate located in Kinston, NC. The SSM's primary role will be oversight and direction of protection of the integrity of people, processes, and physical assets..

NOTE: This role is contingent upon obtaining all necessary regulatory approvals and the successful closing of a transaction which will result in establishing a new Airbus Affiliate in Kinston, NC (the "Kinston Affiliate"). The SSM would be an employee of the Kinston Affiliate.

Primary Responsibilities:

Plan, initiate and supervise site Security Programs: 40%

  • Ensure compliance of the Kinston Affiliate site, with State and Federal legislative and regulatory requirements, including Airport, Transportation Security Administration (Aviation and Transportation Safety Act - ATSA) and CBP (Customs and Border Protection) and with Airbus Corporate directives pertaining to all Airbus divisions as well as affiliates.

  • Maintain knowledge of TSA security programs to ensure compliance requirements are met.

  • Maintain knowledge of Department of Homeland Security requirements to ensure compliance requirements are met.

  • Promote a threat to business and risk-aware culture through the development and implementation of efficient security and regulatory practices, while remaining consistent with Airbus Affiliate culture and policies.

  • Shall identify, document and report security risks, establish security plans to mitigate these risks, manage/supervise security projects and oversee the incorporation of mitigation policies and procedures in the implementation of controls to address the corporate exposure.

  • Maintain oversight and control of the operational site security budget (Opex and Capex).

  • Manage and develop security employees in the following functions: guarding, surveillance, reception, remote surveillance, security administration, office security services, monitoring activities (anti-intrusion, video, access control system etc.) transport, and aviation & maritime security.

  • Manage external security staff to ensure compliance with all Kinston Affiliate policies and local, federal, airport and TSA requirements.

  • Implement and communicate the Kinston Affiliate security policies, directives and procedures issued, and direct the use of supporting Airbus Company affiliate Security tools.

  • Establish all relevant contracted security operating reports, including security contractor KPIs as well as ensuring delivery of KPIs.

  • Develop the appropriate Kinston Affiliate security awareness campaign tailored to address specific needs.

  • Coordinate the Security Vendor's preparedness for catastrophic events and security crises.

  • Coordinate all activities with the local contracted security services to enhance the overall security product by aligning contingency, protection and intervention plans.

  • For the Kinston Affiliate, the SSM ensures the consistency and performance of the sites' security programs:

    • Design/adapt and deploy a security risk management process, adapted to specific sites operational needs.

    • Design, deploy and improve a security events management process with local leadership and crisis management teams (central and local)

    • Coordinate local emergency and contingency planning exercises. In case of major events/disaster, lead the emergency and contingency first response operations.

  • Conduct employee security awareness training such as Hostile Worker identification, Active Shooter, and emergency evacuation procedures.

  • Manage security interests for construction projects and insure implementation and successful operation either directly as the Project Manager, or via oversight of a contracted Project Manager. Areas of responsibility include system architecture design, budget management, submission of change orders, oversight of installation and handover of operational systems.

  • Develop and maintain, with HR and Legal departments, a company-wide Workplace Violence Program; ensure rollout of training company wide.

  • Identify needed security programs that do not exist, or gaps in existing programs that require continual improvement, and work within the Airbus affiliate culture and mutually responsible divisions, develop policy statements, and implement programs.

  • The SSM will assess, analyze, and interpret the threat environment across the sector as it pertains to real and perceived external challenges to the Kinston Affiliate's business lines.

Oversee Program Governance: 25%

In supporting the Physical Security strategy set by the Kinston Affiliate and Airbus Global Security Team:

  • Develop program scope, definition and approval

  • Set metrics and targets

  • Manage program definition and approval

  • Manage annual operating budget and execute mission within budget

Manage Program Teams & Stakeholders: 15%

  • Identify Stakeholders and manage expectations

  • Work effectively with Kinston Affiliate Senior Management and Airbus Americas Head of Security Operations, Sr. Sector Security Manager and other stakeholders such as HR, Finance, IT, and Legal to address security requirements and concerns

  • Identify and resolve issues and conflicts

  • Communicate program expectations to team members and stakeholders

  • Coach, mentor, motivate, supervise, and recognize program team members

Execute, Monitor and Control: 10%

  • Track program milestones and deliverables

  • Develop and deliver progress reports, proposals, requirements documentation, and presentations

  • Manage training and exercise programs

  • Serve as the primary liaison with local law enforcement, with oversight of other locations in North America.

Additional Responsibilities: 10%

  • Other duties as assigned.

Qualified Experience / Skills / Training:

Education:

  • Bachelor's Degree or equivalent experience (4+yeas) in law enforcement or security : required

Experience:

  • 10-15 years of equivalent work experience required, to include Program Management and business continuity planning : Required

  • 8+ years experience in team management : Required

  • 5-7 years of military, state of federal law enforcement or equivalent civilian experience : desired

Knowledge, Skills, Demonstrated Capabilities:

  • Understanding of Physical Security knowledge and industry best practices, and strong networking skills

  • Demonstrated strong organizational, time-management, leadership and strategic thinking skills

  • Adaptable, innovative and detail oriented.

  • Disciplined to solve complex problems, with the ability to resolve issues and drive solutions that create win-win situations.

  • Ability to manage multiple sites across US dealing with all sectors of business management levels

  • Effective, versatile and results-oriented leadership and project management skills.

  • Demonstrated experience conducting business impact analysis and vulnerability assessments for facilities, people, processes and technology.

  • Ability to research and stay current on applicable state/federal laws, industry best practices as it relates to the nuances of each site.

  • Supplier Management

  • The position requires an extensive knowledge of security systems, local and federal laws as well as TSA, Department of Homeland Security and FAA regulations.

  • Administrative position only PPE required: Steel-toed shoes are required for all shop floor visit, appropriate hearing/eye protection may also be required when visiting the shop floor.
