About the Role:
Your day-to-day role as a NYSTEC consultant will include supporting multiple projects across offices within the New York State Department of Health (the Department). As a business analyst, you will provide business analysis and project coordination support to expand the capacity of the Department by providing data-driven insights and analyses for multiple Department programs. In this position, you will work alongside numerous stakeholder groups to elicit and document business requirements that pertain to program needs and current- and future-state planning. Your will be supporting the New York Health Equity Reform (NYHER) Waiver, a new program under the New York State Medicaid program.
Key Responsibilities

  • Create key project documentation.
  • Plan and schedule meetings.
  • Update presentation materials.
  • Collaborate with the team to propose and build solutions by conducting research, gathering requirements, and designing and developing resources to meet the client's needs.
  • Use effective writing, documentation, communication, and analytical skills to meet project goals.
  • Assess policies and procedures to identify programmatic requirements and business rules that will inform policy and program decision-makers.
  • Work with project managers to coordinate requests with competing priorities.
  • Support data analytic product management to help-end users with their program and enterprise data needs and use cases.
  • Execute and support project workplans and drive activities to meet critical project milestones and deliverables.
  • Collaborate with stakeholders to understand business needs and challenges.
  • Document and analyze business requirements to identify gaps and opportunities.
  • Document and understand our client's technology assets and gaps.
  • Translate business requirements into detailed technical specifications.
  • Evaluate and recommend appropriate technical solutions to meet business needs.
  • Design and document all facets of a technical solution, including workflows, data models, and system architectures.
  • Build structural designs that address functional and nonfunctional requirements.
  • Develop user stories/requirements that define the project's business objectives.
  • Produce deliverables, which may include comprehensive IT assessments; detailed documentation of requirements; business process documentation; business process flows; data architectures and extract, transform, load (ETL) solutions; test plans and results; and evaluation and acceptance criteria.
  • Collaborate with developers and other technical teams to ensure successful implementation.


About you:
Required Qualifications

  • Experience as a business analyst within healthcare, Medicaid, or other public sector programs, policies, or systems.
  • Experience developing, testing, deploying, and/or maintaining enterprise IT systems (e.g., financial, case management, enterprise resource planning [ERP]).
  • Experience developing data dictionaries, data architectures, data migrations, and data ecosystems.
  • Experience in all aspects of the software development life cycle (SDLC).
  • Experience with requirements gathering and analysis.
  • Effective problem-solving and analytical skills.


Preferred/Desired Qualifications

  • Knowledge in creating processing diagrams, including current-state and "to-be" analyses.
  • Knowledge in performing detailed analysis of software/systems.
  • Knowledge in developing mock-ups and wireframes.
  • Knowledge in designing system/software and data models.
  • Knowledge in leading joint application development (JAD) sessions


Education and Experience

  • A bachelor's degree in business, public health, health informatics, mathematics, public health, or a related discipline and five years of related experience.
  • An equivalent combination of advanced education, training, and experience will be considered.



The target base salary for this position is $79,793 - $109,716 per year. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications.
