Asset Protection Administrator

The Asset Protection Administrator role safeguards the Company's assets and minimizes losses. This position oversees surveillance, access control, and alarm systems to prevent theft and fraud. It develops policies that ensure compliance with legal and ethical standards and is responsible for ensuring the security and safety of company employees, visitors, facilities and assets.

The Asset Protection Administrator implements all security and safety measures, protocols, and procedures to mitigate risks, prevent incidents, and maintain a secure and compliant environment in accordance with regulations and directives for the protection of government information and assets. This position is responsible for physical management of activities performed to maintain the active and passive measures, designed to prevent the unauthorized access to personnel, equipment, materials, and information; and to safeguard them against espionage, sabotage, terrorism, damage, and criminal activity.

This position is created in response to Government regulations: ICD 705, 32 CFR part 117, and HSPD 12 and FIPS that is to ensure compliance and audits of physical security controls are met and controlled properly. This position is an independent contributor to ensure and perform all physical security controls are in place, documented and tested, as well as coordinate with other security teams in preparation of customer inspections and reviews.

Duties

This position will perform duties without oversight and will ensure security is following government requirements for a classified facility.

  • Work with security teams to perform escorting in unclassified and classified areas to ensure all areas are covered per security requirements.
  • Monitor, administer, and audit the security badge control system (Lenel System) to ensure compliance with security standards and identify areas for improvement.
  • Responsible for the Facility Access Control and CCTV device maintenance with PLSA vendor and ensure they manage approved annual budget allocations.
  • Work with Cyber security to schedule annual Penetration Testing with outside vendor per government requirements. Additionally, ensure the report is reviewed and reported to upper management. A plan of action plan is created for any/all findings and implemented within the required timeline. The findings and plan of action will be briefed to upper management.
  • Responsible for maintaining alarm system UL certificates in accordance with NISPOM requirements.
  • Ensure semi-annual alarm testing for SCIF environments is performed per regulations. Maintain UL certifications as required by the ICD 705 Tech spec regulation
  • Conduct investigations of theft, damage and criminal activity and coordinate with local law enforcement as needed.
  • Develop working relationships with local law enforcement, government physical security representatives and RAND Senior management and program managers.
  • Manage and coordinate contractual activities of the guards for the facility to ensure they are meeting the SOW.
  • Facilitate security oversight to include planning security protections for company events such as commencement, Board of Trustee meetings and high-profile visitor meetings.
  • Create and provide monthly metrics to management for: Badge auditing (created, lost, issues), Security Incidents, Security Investigations, Visitor count (US and Foreign national visits), Guard turnover, access control downtime (CCTV downtime if any), false alarms, etc.
  • Maintain accurate asset protection controls through existing programs. Ensure office locks, inventory and accountability of lock hardware and keys are in accordance with NIST 800-171 requirements
  • Ensure accountability of the destruction of classified material and hardware
  • Implement measures for preventing and detecting theft, including tracking and overseeing alarm system repairs and maintenance
  • Assist with emergency response actions
  • Responsible for maintaining inventory of all Class 6 security containers for the storage of classified material, change combinations on doors and security containers
  • Other duties as assigned

Basic Qualifications

  • Highly organized with ability to independently prioritize competing deadlines.
  • Excellent written and verbal communication skills are essential for interacting with personnel, contractors, and government officials
  • Must be familiar with the ICD 705 Tech Specifications within the first 6 months of employment.
  • Complete the FSO and Physical Security training in the DCSA Computer based training system within the first 6 months of employment
  • Learn the SIMS database to track key inventories and classified containers
  • Work independently and make decisions on how to support the business
  • Ability to develop and implement processes without oversight
  • Proficient in MS Office Applications
  • Ability to work with computers and understanding of databases
  • Must have excellent customer service skills
  • Must be able to pass a background check

Experience

With a BS/BA degree, at least 3 years of experience in industrial security is required. Without a BS/BA degree, at least 7 years of experience in industrial security is required.

Education

High school diploma or GED is required. BS/BA degree is preferred.

Security Clearance

Must meet eligibility requirements for access to U.S.government classified information.

Salary Range: $64,400 - $96,100
