Job Summary:
- Responsible for effective fiscal management of the Emergency Services department. Prepares the annual budget, incorporating Parkland and department goals. Periodically analyzes revenue and losses, revising budget, staffing, billing, facility access or other practices to accommodate cost effective findings. Ensures informed use of department resources through clear policies including equipment, supplies, personnel hiring/training practices and service utilization. Investigates, evaluates and implements expertise in cost management from diverse sources such as multidisciplinary committees, articles, journals, other hospitals, vendors, senior management, nursing and medical staff. Administers the operating, capital and payroll budgets to ensure that the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Selects, trains, supervises, motivates and evaluates nursing management and other staff to ensure maximum utilization of individual and group capabilities, while providing optimal service to internal and external customers. Monitors employee satisfaction and other activities to ensure that department and employee goals are attained. Maintains and implements knowledge of employment laws, rules and regulations and PHHS policies and procedures pertaining to training, counseling, and evaluations to ensure that the department is in compliance.
- Identifies, analyzes, researches, recommends, plans, and manages quality control, community relations, efficiency, customer service, technology, materials, growth, and improvement projects from concept development through implementation to help provide Parkland with cost-effective, efficient patient services.
- Generates, compiles, reviews, and recommends status, tracking, and productivity reports to ensure the availability of tools needed to evaluate, monitor, and respond to the effectiveness of operations, special projects, and budgetary considerations.
- Responsible for implementing quality management practices in support of patient centered/patient valued services. Collaborates with Quality and Risk management staff to develop, implement and evaluate quality indicators such as quality checklists, clear audits, patient/employee surveys, and monitor trends. Incorporates relevant studies and findings (infection control, customer service) into department practices. Identifies and analyzes the changes to improve the effectiveness, productivity, and efficiency that support the overall goals of Parkland.
- Acts as a clinical and managerial resource for the division. Provides support to physicians, faculty, staff, patients/families, administration, and other departments and employees. Provides reports for administrative and staff review. Researches information, delegates tasks in response to directives in a timely and appropriate manner and demonstrates responsiveness to innovation and cross-discipline expertise.
- Develops, implements and monitors annual goals and objectives for the division/department that utilize complete and current statistics and data, integrating division/department projections and experience to ensure that planning supports Parkland's mission and customer service objectives. Maintains an information database, tracking and trending resource utilization, practice outcomes, and other data for analysis and incorporation into strategic plan.
- Responsible for a collaborative work team to ensure positive working relationships. Communicates effectively with physicians, staff, ancillary staff, and other departments/units by effective public presentations, in-services, classes, and/or publications.
- Participates in hospital wide and interdisciplinary committees such as Infection Control Committee, Value Analysis Committees, and Managed Care Committees to ensure coordination of division functions.
- Stays abreast of the latest developments, trends and advancements in the designated department area of specialty by attending seminars/workshops, reading professional journals, and maintaining applicable licensure. Integrates this knowledge into the job and ensures that assigned staff have similar educational opportunities. Represents PHHS in the course of performing professional activities such as public presentations, in-services, classes and/or publications.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines, such as the Nursing Practice Act Standards, HICFA, CDC, and the Joint Commission, that impact or govern the assigned areas, and ensures that Parkland is in compliance. Develops effective internal controls that promote adherence to applicable state/federal laws, and the program requirements of accreditation agencies and federal, state, and private health plans. Seeks advice and guidance as necessary to ensure proper understanding.
Minimum Qualifications:
- MSN Degree from an accredited Professional School of Nursing, -OR-
- Master's Degree in another field, AND BSN or DNP Degree from an accredited Professional School of Nursing -OR-
- Current Parkland transferringreclasising into the role as of 5/1/2023 must obtain a Master's Degree no later than 4/30/2026.
Experience:
- Ten (10) years of progressively responsible and consistent registered nursing (RN) experience to include Emergency Medicine/Department within the last five (5)years.
- Three (3) years of Emergency Department/Room management and/or director level experience (not including Charge Nurse).
Highly Preferred Experience:
- Previous experience in a teaching hospital or academic medical center.
- Experience with nurse residency or preceptorship programs.
- Current/Valid Certified Emergency Nurse (CEN) or Critical Care Registered Nurse (CCRN) certification preferred.
Certification/Registration/Licensure: **Please Note: Certification(s) must clearly indicate the expiration date and are valid for at least 30 days beyond the start date.
- Current/Valid State of Texas RN license or valid temporary permit or valid Compact RN license in good standing without any present or past stipulations/restrictions.
- Current/ValidBasic Life Support (BLS) for Healthcare Providers certification card at time of hire,and the ability to maintain thereafter from one of the following: American Heart Association; American Red Cross; or Military Training Network.
- Current/Valid Advanced Life Support (ALS) or Advanced Cardiac Life Support (ACLS) certification on hire, and the ability to maintain thereafter from one of the following: American Heart Association; American Red Cross; or Military Training Network.
- Current/ValidPediatric Advanced Life Support (PALS) or Emergency Nursing Pediatric Course (ENPC) certification on hire, and the ability to maintain thereafter.
