POSITION SUMMARY: Person in this position will be responsible for providing the clinical and administrative programmatic leadership and oversight for the program. Responsible for the coordination of client care by collaborating with multidisciplinary healthcare professionals to provide and facilitate services. Maintains oversight of facility operations. Essential Job Functions include those listed below. ESSENTIAL JOB FUNCTIONS:
- Provide clinical and administrative leadership and supervision to the program.
- Function as a liaison to the Deputy Administrator and Senior Vice President and external groups and agencies in promoting inter-organizational collaboration including attending Board and Advisory Board meetings as required.
- Assist in grant planning and initiation of potential funding opportunities when required.
- Participate in design and implementation of such as program evaluation and outcome studies.
- Arrange for staff development, education, and training activities.
- Implement Quality Assurance and Utilization Review systems that monitor the effectiveness of the treatment system.
- Assist in the development of program fiscal and budgetary systems and implementation as well as providing the oversight and management of operating budget and program fiscal expenditures.
- Monitor compliance with all required standards, regulations, state, and federal guidelines.
- Develop, implement, and monitor procedures to meet agency policies and contract management including the preparation of comprehensive reports for funding or agency sources.
- Perform the duties of any Counselor when needed, to include but not limited to individual and group counseling, case management, and required documentation.

- Perform all other duties as assigned.
Qualifications

- Ability to obtain and maintain clearance from California Department of Corrections and Rehabilitation (CDCR).
- Ability to obtain and maintain clearance from LEIE, MSIL, and EPLS.
- Valid driver's license and ability to obtain and maintain WestCare's vehicle insurance is required.
- As mandated by the State of California those employees who work at Residential, Outpatient, Sober Living, provide Mental Health Services, Administrative Staff or Transitional Living Facilities must be fully vaccinated and have received a booster. Employees that have requested a Medical or Religious Exemption, which has been approved by Human Resources will be required to test for the virus weekly.
- During your tenure with WestCare there may be new requirements, including, but not limited to vaccinations that are issued by local, State, Federal, and/or Funders that WestCare may have to comply with. Should this occur Human Resources or appropriate personnel will inform you.
- CPR Certification, First Aid Certification, and an annual Tuberculosis test.
EDUCATION and/or EXPERIENCE:
- Administrative experience and capabilities including budgeting responsibilities and personnel management.
- Two (2) years of experience supervising personnel.
- One (1) year of experience managing program budget including preparing or directing the preparation of budgets and cost reports.
- Experience consisting of a minimum two (2) years of experience providing alcohol and/or drug treatment or recovery services.
- Master's degree in related field is preferred.
- High school diploma or equivalent is required.
LICENSURE/CERTIFICATION:
- Alcohol and Drug Registration and actively pursuing Certification, in good standing by an agency approved and recognized by the Department of Health Care Services (DHCS) is preferred.
- Certification in Clinical Supervision is preferred.
WORKING CONDITIONS:
- Work is primarily performed in an office or in a Residential treatment setting.
- Some outdoor activities may be required.
- UA testing of clients is required.
- Must be able to de-escalate situations in the program.
