Job DescriptionTexas State Technical College is tasked with contributing to the educational and economic development of the State of Texas through providing advanced technical programs. The Testing Administrator position is crucial to assisting students enter college, take assessments for online courses, and complete certification exams in their field of study. As well, the Testing
Centers provide a service to the community by offering specialized testing. As an Enrollment Management team member, this position will seek knowledge of and pledges to actively engage in a Culture of Caring striving to respond systematically to student needs and remove barriers that may prevent students from achieving their personal and professional goals. The effectiveness of this position will be determined through lead measures and goals focused on volume of the Testing Centers that relate to goals for Enrollment Management division and college as a whole. This position reports to the Director of Testing Centers and is responsible for upholding the policies and practices consistent with the College mission and values of excellence, accountability, service and integrity.

Essential Functions

Employee will demonstrate TSTC Core values of Excellence, Accountability, Service and Integrity with internal and external stakeholders, customers, students and members of the community. This position will perform a variety of tasks effectively and efficiently including but not limited to:
  • Greet students, candidates, and visitors to the Testing Center and ensuring are connected with the appropriate office;
  • Communicate clear exam instructions to students and candidates;
  • Plan, coordinate, and schedule assessments and tests through the exam scheduling systems;
  • Perform basic computer troubleshooting errors and maintain computer systems;
  • Submit work orders and schedule repairs for general office space and equipment;
  • Perform opening and closing procedures according to the exam sponsor policies;
  • Administer and proctor entrance exams, credit by exams, placement exams, proctored exams, and professional certification and licensing exams;
  • Monitor and order inventory for office supplies, test units, supplemental books, and office equipment;
  • Contribute to budget planning by providing recommendations to address immediate and long term goals;
  • Input test scores and results into the student information system;
  • Submit incident reports on exam violations and/or unusual occurrences according to the exam sponsor policies;
  • File and organize test results, invoices, and other important documentation according to the college and exam sponsor retention policies;
  • Create a contact tracking system for daily calls and emails;
  • Comply with ongoing quarterly and annual proctor certification;
  • Attend, participate, and present information in staff meetings, professional development, and trainings as required;
  • Maintain confidentiality, test security, and integrity of tests, student and candidate records;
  • Coordinate with Access and Learning Accommodations for scheduling of students requiring accommodations in the Testing Center;
  • Support Retention Services on special projects and campus events.
This position will foster communication. Types of duties include but are not limited to:
  • Respond in a timely manner to all student, staff, and general public inquiries received via email, text, and phone systems;
  • Assist in the delivery of training that is provided to new staff and Enrollment Coaches statewide as necessary to ensure compliance with policies and procedures as needed;
  • Collaborate with faculty to schedule proctored testing for courses that includes receipt of the test, scheduling for students, and security of all materials;
  • Collaborate with Workforce partners, Career Services, and programs on curriculum and/or training that requires certification and/or licensing exams;
  • Collaborate with Retention Services and other departments to encourage consistent open communication and cultivate a shared vision;
  • Promote awareness of services for the Testing Center by developing informational materials, and attend registration events, Community Resource fairs and Workforce events;
  • Possess a thorough understanding of college policies, procedures, requirements, and effectively communicate them to applicants and students.

Education/Experience/Knowledge/Skills

  • Minimum Associate Degree (with 1+ years' related experience) in an appropriate field from a regionally accredited college or university. Bachelor Degree strongly preferred.
  • Minimum 1 year experience in higher education, testing or a related field. Bachelor Degree may substitute for 1 year of experience.
  • Thorough knowledge of college policies, procedures, and requirements.
  • Skills in judgment and decision-making, problem solving.
  • Ability to multitask.
  • Abilities in problem identification, reasoning, ability to develop ideas tosolve problems.
  • Knowledge of the applicable federal and state regulations governing areasrelated to the responsibilities of the position including the FederalEducational Rights and Privacy Act (FERPA) and ability to maintain strictconfidentiality at all times.
  • Skill in working independently and following through on assignments withminimal direction.
  • Demonstrated ability to work effectively in a service environment that issubject to frequent interruptions and skill in setting priorities that accuratelyreflect the relative importance of job responsibilities.
  • Demonstrated computer proficiency using Microsoft Office (Word, Excel,etc.) or equivalent software, the internet, email messaging, and web-basedsoftware applications and experience using on-line student informationsystems.
  • Ability to effectively, professionally, and tactfully interact andcommunicate, both orally and in writing with students, faculty, staff, andvisitors. Skill in independently composing letters, memos, reports, andwritten communication materials using correct spelling, grammar,punctuation, composition, text editing, and proofreading skills.Skill in accurate record keeping with strict attention to detail. Skill inorganizing tasks, documents and materials with efficiency and accuracy.
