This section establishes and monitors compliance with state accounting policies and practices; manages all aspects of the preparation and independent audit of the state's Annual Comprehensive Financial Report, monitors the state's compliance with the federal government's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; and manages certain statewide commerce infrastructure contracts (i.e. credit card acceptance/merchant services and prepaid card services). How you make a difference in this role: The F&A-Fiscal Director 3 is a management level financial and accounting staff position assigned to the Statewide Accounting section within the Division of Accounts. This section establishes and monitors compliance with state accounting policies and practices; manages all aspects of the preparation and independent audit of the state's Annual Comprehensive Financial Report, monitors the state's compliance with the federal government's Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; and manages certain statewide commerce infrastructure contracts (i.e. credit card acceptance/merchant services and prepaid card services). Key Responsibilities: 1. Responsible for all fiscal services for departments with the largest and most complex financial operations; Provides interpretation and consultation on financial matters to administrative superior. 2. Assigns, trains, supervises, and evaluates the work of professional accounting and other personnel. 3. Responsible for accounts payable and receivable for the largest of departments. 4. Directs the preparation and maintenance of highly complex and difficult fiscal reports and supporting documents; prepares and maintains administrative and supervisory records and reports. 5. Establishes and maintains a variety of important personal contacts with other agencies, departmental associates and the public in order to resolve fiscal problems. Minimum Qualifications: Preferred Education and Experience: Graduation from an accredited college or university with a bachelor's degree in accounting and experience equivalent to seven or more years of full-time professional fiscal services and/or auditing work including, at least, three years of experience in the supervision of fiscal and/or auditing staff. Required Experience: Required Skills: 1. Proficiency in MS Excel with the ability to analyze and summarize data using formulas and pivot tables. 2. Attention to detail with the ability to ensure accurate and error-free financial reports. 3. Strong communication skills with the ability to provide solutions through critical thinking. 4. Strong knowledge of GAAP and financial internal control systems.
