This position reports to the agency's Chief Budget Officer. While this position may have the ability to utilize Alternative Workplace Solutions, the individual selected will need to be able to work on site in Davidson County as required up to five days per week.

The mission of the Tennessee Department of Safety and Homeland Security is to serve, secure, and protect the people of Tennessee. The department is responsible for ensuring the safety and general welfare of the public through the operations of its six primary divisions: Administration, Tennessee Highway Patrol, Driver Services, Office of Homeland Security, Tennessee Highway Safety Office, and the Tennessee Advanced Communications Network (TACN). Headquartered in Nashville, the department maintains a presence statewide with approximately 2,300 employees working across the state.

How you make a difference in this role:

The Contracts and Purchasing Manager is responsible for the administration of all professional services contracts along with the oversight of purchasing and procurement functions within the Department of Safety and Homeland Security. This position works to ensure that all contract, purchasing, and procurement activities are conducted in compliance with applicable laws that applicable rules and procedures are followed in the creation and renewal of contracts.

Job Overview:

Specific responsibilities include:

  • Draft, edit, and revise all professional service contracts for the Department of Safety.
  • Reviews and approves requests for Proposal and monitors process to ensure timely completion; sets timetable for execution of contracts; ensure proper signatures by all parties.
  • Monitors contract compliance ensuring vendors are fulfilling all provisions.
  • Monitors fund balances to determine if additional funds are required to complete the necessary work.
  • Submits amendments as required to change scope, add funds. etc.
  • Cancels contracts as required.
  • Develop contract and solicitation specifications for use with the Invitation to Bid process and the Informal Bid process based on internal and external sources of information.
  • Liaison with vendors and staff to resolve discrepancies, disputes, and grievances.
  • Maintains records related to contract administration in accordance with state law.
  • Projects budget for contract services to ensure that funding is available for required services.
  • Entering of all local purchases of supplies and/or equipment.
  • Act as a liaison with Vendors to provide updated information concerning payments, invoice processing, and contract or purchase order compliance.
  • Completion of all required paperwork needed for special circumstance contracts and purchases.

Minimum Qualifications:

Preferred Qualifications:

  • Bachelor's degree from an accredited college or university
  • Five (5) years' experience related to contracts administration, purchasing, procurement, or other related field.

Required Experience:

  • Experience with state government contracting, purchasing or procurement preferred
  • Experience managing a team preferred
