Required Qualifications (as evidenced by an attached resume):
Master's Degree (foreign equivalent or higher) in a Financial/Higher Ed or a related field. Six (6) years of full-time, professional experience in a financial or analytical environment. Experience gathering, analyzing, and evaluating complex information and analyzing and reconciling various databases as well as researching and resolving budget issues. Proven experience with databases, functional querying, and/or data mining. Proven proficiency in Microsoft Excel to include use of advanced formulas and functions.

Preferred Qualifications:
Experience working in a higher educational institution in Finance, Budgeting and/or Accounting. Experience with PeopleSoft or comparable Enterprise Resource Planning (ERP) software. Extensive understanding of the financial rules and regulations surrounding a higher-education /academic environment or SUNY system. Knowledge and understanding of financial matters for faculty affairs.

Brief Description of Duties:
In this key role within the Office of the Provost, and under the guidance of the Associate Vice President for Academic Budget & Financial Planning this position provides critical leadership and support for the daily operations of the Provost office budget staff. This is a dynamic role that will provide the candidate with the opportunity to gain an understanding of all facets of higher education as it relates to finance & budgeting for Academic Affairs. Academic Affairs encompasses 37 individual units including all schools and colleges, centers and institutes and numerous administrative units with a combined all funds budget of over $350M. This position also supports the development of financial planning, forecasting, and budget processes. The ability to effectively communicate and interact across the full spectrum of different perspectives and personalities will be particularly important as the incumbent will be expected to interact with all units within VP03 and also interact with VP areas outside of the Provost area such as the Office of the Controller, BFP&A and VP for Administration as well as interact with counterparts at HSC and the School of Medicine. For success, the incumbent must be able to leverage technology such as business intelligence, analytical, and other reporting tools to effectively solve problems, and ensure that all VP03 transactional journal transfers and entries are properly recorded. To that end, the incumbent must possess a solid financial systems background with the utilization of financial reporting systems, data query tools, and computer applications being second nature. The incumbent will be expected to become a subject-matter expert in various State, Research Foundation, Stony Brook Foundation and University budget and accounting guidelines. Exceptional active listening skills with a strong customer service orientation to find solutions to complex problems are needed. The successful candidate must be a highly motivated and detail-oriented investigative thinker with a strong customer service orientation, superior interpersonal and communication skills, and the ability to quickly adapt to changing priorities. Additionally, the capacity to work independently using critical problem-solving skills and as a team player in a fast-paced, multifaceted professional environment as well as outstanding supervisory and organizational skills with the ability to oversee multiple projects and tasks simultaneously will be essential. Demonstration of integrity, trust, transparency, and compliance with policy, regulation, and laws are core requirements for the position. The Associate Director of Finance and Administration will provide financial insights, reporting, and analysis of financial data and performance measures, monitor key financial and operating metrics, and assist in long-range strategic planning. The incumbent will be responsible for performing specialized analytical duties as part of the Budget team in the Office of the Provost using multiple reporting tools including SUNY BI, Tableau, OBIEE, and Microsoft office suite. The incumbent will be expected to collect, analyze, and develop data relative to Academic Affairs, make informed recommendations, and assist in the implementation of financial projects and processes. With core values of integrity and innovation as a foundation, the Associate Director of Finance and Administration will have primary responsibility for all transactions related to the Provost area financial/accounting operations. Specifically, the incumbent will oversee two staff positions and all academic units, administrative units and center/institute accounts under VP03. The Associate Director of Finance and Administration will have primary fiduciary oversight for ensuring all financial transactions are necessary and in compliance with relevant policies/procedures. The incumbent will oversee resource commitments to/from the units, ensuring that resources are received in a timely manner, making periodic adjustments as necessary. The incumbent will review, analyze, monitor, and report on the financial health of the total Provostial area. Demonstration of integrity, trust, transparency, and compliance with policy, regulation, and laws are core requirements for the position. Strong strategic, qualitative and analytical thinking skills with an ability to solve problems and independently make effective decisions are essential to the role.

The incumbent will review and manage all hiring request submissions under the Position Compensation Request form process. Additionally, this position will be responsible for overseeing the accurate record keeping for all positions approved within the Provost VP area. The Associate Director of Finance and Administration will report directly to the Associate Vice President for Academic Budget & Financial Planning.

Duties:



  • Transactions & Analysis:


    • Responsible for supervising the team that monitors, updates and reconciles the various databases utilized by the Provost Area (VP03) throughout the year to manage the resources within the Provost area's 37 schools, colleges, centers & Institutes and administrative units on an all funds basis.


  • Manages the liaisons in the Provost budget team to all Assistant Dean's for the units within the Provostial areas, advising and providing direction on budgetary issues as well as serving as liaison to other administrative offices within the University.
  • Oversee the creation, production and analysis of high-level reporting to assess VP area soundness:
  • Manage the creation and preparation of reports detailing Variance and What If analyses,
  • Budget-to- Actuals reports to monitor each unit's solvency to their budget.
  • Ensure revenue distribution to units is processed timely and accurately.
  • Top line analysis of units quarterly reporting to evaluate their current and projected ending position.
  • Consolidate and interpret data and report back to the Associate Vice President for Academic Budget and Financial Planning and the Sr. Director of Financial Planning and Analysis.
  • Relationship Management: Lead the creation and/or maintenance of partnerships within the Provost's area and across the university as a key member and integral part of the Provost's budget team.

    • Review Human Resource submissions for budget accuracy.
    • Review, analyze, monitor, and report on the financial health of the total Provostial area.


  • Actively participate in meetings, offering suggestions for process improvement.


CBM Duties:



  • Lead the Campus Budget Module (CBM) data submission, analysis, documentation, reporting and training.
  • Manage the annual planning process from December to April each year for all of VP03.
  • Oversee and assist with in person data submissions into CBM for all centers & institutes.
  • Train VP03 Assistant Deans and financial managers on the Campus Budget Module in preparation of the annual budgeting process.
  • Analyze CBM reporting to ensure an accurate submission for VP03.
  • Provide analysis and summary reports to the Associate Vice President for Academic Budget and Financial Planning and the Sr. Director of Financial Planning and Analysis that allow for a comprehensive understanding of the data submission which is the foundation of State, IDC, IFR and SBF allocation, revenue and expenditures for the next full fiscal year.


Direct Supervision of Staff:



  • On a daily basis, provide direct supervision to the Financial Coordinator and Budget Specialist within the Budget team on all matters related to the budgets within VP03.
  • Keep the AVP for Academic Budget & Financial Planning and the Senior Director of Financial Planning & Analysis informed of any issues.
  • Train and ensure that staff members have a full and comprehensive understanding of their roles and responsibilities in the Provost's office and troubleshoot any issues or concerns.
  • Ensure that staff members have a thorough understanding of both SBU and SUNY's guidelines and procedures.


Other duties or projects as assigned as appropriate to rank and department mission.


Special Notes:
This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.

In addition to the employee's base salary, this position is eligible for $3,400 UUP annual location pay, paid biweekly.
